Interstate 95 Managed Lanes PD&E Study (95 Express)Project Development and Environment Study SE FSUTMS Users Group The Corradino Group November 2, 2007
Project Area Florida Department of Transportation www.95Express.com
SERPM-6 Summary • Most current and advanced SE FL model • Time-of-day model with feedback (AM peak, PM peak and Off-peak) • Mode choice for non-motorized, auto occupancy and all transit systems • Includes HOV lanes, and toll model for Turnpike and other toll roads • Base year is 2000, target year is 2030 Florida Department of Transportation www.95Express.com
SERPM-6 Enhancements for Managed Lanes Analysis • Develop networks for 2010, 2018, and 2030 • Add High-Occupancy-Toll (HOT) lanes capability • Each Link Class has a time and cost function: • 3+ Carpools use only time • DA and carpool 2 use cost, which includes toll Florida Department of Transportation www.95Express.com
HOT Lanes Method • Implemented with SERPM-6 framework • Model seeks equilibrium of impedance (time and equivalent cost) • HOV 3+ has no toll • HOV 2 and drive alone are assessed tolls • Value of time ($1.00 = 5.1 minutes) was calibrated in the toll model (mainly Turnpike) • 24 hours, transponders, no toll collection delay Florida Department of Transportation www.95Express.com
Toll Calculation • Function of the V/C on the managed lanes • Logit function • Several toll ranges explored • Final function ranged between $.00 and $0.25 per mile Florida Department of Transportation www.95Express.com
Alternatives • NO-Build Alternatives • 2010 : Base year networks, 2010 interpolated zonal data • 2018 : Base year networks, 2018 interpolated zonal data • 2030 : 2030 networks, 2030 zonal data • Build Alternatives • 2 Managed lanes on each direction of I-95 in the study area • Replaced HOV lanes, removed HOV slip ramp methodology, included access points at designated locations only (See next slide) • Modified the I-95/I-195 interchange • No changes in zonal data, same as No-Build Florida Department of Transportation www.95Express.com
Original Access Points(recommended) Florida Department of Transportation www.95Express.com
Original Access Points Contd. Starting north going southbound: • Park and ride location: • N of I-595 • Griffin road location • Miami/Broward county line location • Golden Glades interchange location • Between NW 95th St. and NW 103rd St. location • SR 112 Location Florida Department of Transportation www.95Express.com
New Access Points(not recommended) Florida Department of Transportation www.95Express.com
Tests Conducted • Modeling HOT lanes is still in research • No HOT lanes calibration data is available • Schedule constraints – major model development usually takes more time • Tests were conducted to meet the expected performance measures • All tests were conducted on 2030 Build Alternative Florida Department of Transportation www.95Express.com
Tests Conducted Contd. • Original access points, 13¢ minimum toll, linear toll function • Access points at each interchange N of GG, 13¢ minimum toll, linear toll function • New access points, 5¢ minimum toll, linear toll function • New access points, 0¢ minimum toll, linear toll function • Original access points and 5¢ minimum toll, linear toll function • Original access points and 0¢ minimum toll, linear toll function • Original access points, 5¢ minimum toll, logit toll function • Original access points and 0¢ minimum toll, logit toll function Florida Department of Transportation www.95Express.com
Macro Model Results • Entire corridor of interest was divided into 8 segments • Segments 1,2,3,4 are general purpose (GP); segments 5,6,7,8 are HOT • Weighted average performance measures were reported • Average speeds, average volumes and toll revenues were used to compare alternatives Florida Department of Transportation www.95Express.com
Macro Model Results Contd. • Results Summary • Improved GP lane performance • Improved average speeds • Reduced volumes • Improved HOT lane performance • Significantly improved average speeds • Significantly increased volumes Florida Department of Transportation www.95Express.com
