NNFE Strategic Goals • Ensure alignment of FORCEnet capability development to Joint guidance and Coalition guidance • Guide FORCEnet implementation and fielding processes (long-term view) by articulating capabilities (across DOTMLP-F) as they evolve over time • Guide modernization, sustainment and fielding plans (short-term view) to satisfy readiness requirements and near term entitlements • Efficiently equip Sailors and Marines with effective and affordable net-centric systems • Organize and train to effectively and efficiently operate, maintain, and defend Navy and Marine Corps net-centric systems • Identify and develop an authoritative and focused set of net-centric experimentation and technology objectives to address capability gaps • Apply resources to balance current and future readiness for net-centric capabilities • Mature NNFE organization and processes to support the mission Goal Interdependencies – Goal 2 is the driver
Issue • NNFE lacks a mid to long range plan that tells where Fn is going in order to relate readiness decisions today with the future “Plan” that is being resourced in the POM. • Leadership requires documented capability tradeoffs and associated risks to inform decisions on Readiness and POM programs. We must be able to evaluate the consequences of near term decisions in the context of a long range plan
FCDP Characteristics • Informs and is informed by enabler/ provider domains and resource sponsor • Integrates existing processes and products in the context of an overarching vision • Synchronizes with the PPBE cycle • Produces a bi-annual plan as part of a continuous planning process • Extensible to all warfare domains • Scalable to the Fleet Readiness Enterprise
