Review of Context (2)Higher Education Institutions • Eligibility to participate in LLP/Erasmus determined by National Authority • Apply to Commission for EUC to enter Erasmus • Contract with Commission for funding for centralised actions • Contract with National Agency for funding for decentralised actions

Significance of EUC (1)Benefits • Gives entry to Erasmus • Sets out basic principles and quality assurance requirements of Erasmus • Entitles holder to apply to NA for funding for decentralised actions and COM for funding for centralised actions • Valid for lifetime of LLP programme • Non-compliance can lead to withdrawal of EUC

Significance of EUC (2)Your HEI must agree to: • Respect & observe principles of Erasmus mobility • Bilateral or multilateral agreements across institutions • No fees to be charged to incoming Erasmus students • Full academic recognition for courses specified in Learning Agreements • Ensure support for Erasmus Transnational Projects • Inform Erasmus students & teachersof terms & conditions for student & teacher mobility; student placement • Comply with regulations on mobility set out in the contract between HEIs and NA

Making an EUC application (1)The procedure: • On-line application is obligatory • Submission, by post, of one identical & duly signed paper copy is obligatory • 1 & 2 are submitted to “Education, Audiovisual and Culture Executive Agency, Unit P2 ERASMUS – JEAN MONNET, LLP - Erasmus University Charter, Av. du Bourget 1, BE-1140, Brussels, Belgium” • Deadlines: 28February2007 for on-line form & paper copies • Acknowledgement of receipt of application on Executive Agency website: http://eacea.cec.eu.int/static/index.htm (by 14.03.2007) • Approved applications listed on Executive Agency website (May 2007)

Making an EUC application (3)Basic points: • Eligible countries:EU, EEA plus Turkey • Eligible applicant institution:national authority recognition for receipt of ERASMUS funding (103 HEIs from TR) • Language: one of 22 official languages of EU • Specific to your institution • Erasmus Policy Statement (EN,FR,DE) • Endorsement of application

Making an EUC application (4)Making the online application painless (a): • Don’t delegate responsibility for this task to someone else • Download:’Instructions on completing the application for an ERASMUS University Charter ’ • Safeguard:Username & password which is given to you by the on-line tool • Print:Help screens by using buttons on bottom of screens

Making an EUC application (5)Making the online application painless (b): • On-screen ICONS in the on-line application: • Feedback:to report technical problems to NA or Executive Agency • Home:takes you to Executive Agency website (http://eacea.cec.eu.int/static/index.htm) • Docs:takes you to Executive Agency document library • Help:on each screen and can be printed out by clicking ‘Print’ button on bottom of screen

  12. Making an EUC application (6)Making the online application painless (d): • Check regularly as you complete the on-line application. • Don’t wait until the last minute to find out what’s missing.

  13. Making an EUC application (7)Making the online application painless (f): • Crucial step: Cannot be reversed ! Ask youself: • Is this my final completed version of my EUC application? • Am I sure that I won’t want to change this? • Click ‘submit’ button • Click ‘print’ button to print out final version that you have just submitted electronically. • Print out section E – ‘Endorsement’ • Make 2 copies of final version & endorsement • Have all 2 copies signed by legal representative and stamped with official seal/stamp of institution. • Send 1 of copies to Executive Agency in Brussels and 1 to your National Agency.

Making an EUC application (8)Things you must do: • How to submit a valid Erasmus University Charter application: • 1 Submit the online application available on the homepage of the Executive Agencyhttp://eacea.cec.eu.int/static/index.htmelectronically before February28th 2007, 23.59 hours • 2 Make a printout of the submitted online application • 3 Ask the legal representative of your institution of higher education to sign two paper versions on section F • 4 Sendone duly signed paper copies with original signatures and original stamps or seals of the institutionto the Executive Agency, Education, Audiovisual and Culture Executive Agency, Unit P2 ERASMUS – JEAN MONNET, LLP - Erasmus University Charter, Av. du Bourget 1, BE-1140, Brussels, Belgium. This one paper copy must be sent to the Executive Agency not later than February28th 2007 (date of postmark on the envelope not later than February28th 2007)

  16. EUC Implementation • Mobility can only be carried out if there are bilateral agreements between institutions of higher education • No university fees for tution, examinations, access to laboratory facilities to be charged to incoming students

The institution informs its Erasmus students and teachers of the terms and requirements for student and staff mobility and placement (Erasmus Student Charter) • The institution complies with the regulations on mobility/placement set out in the contract between the institution and the National Agency

  18. Quality issues • The institution has agreed to make every effort to ensure high quality in organising Erasmus Student and Staff mobility/placement

  19. Quality issues • Planning of studies abroad • Students must sign and observe the learning agreements • Use of ECTS • Transparency for purposes of academic recognition

  20. Quality issues • Provision of adequate information to incoming and outgoing students • Provision of linguistic preparation to mobile individuals • Integration of incoming Erasmus students into normal university courses • Provision of housing assistance to incoming students

  21. Quality issues • Ensuring the integration of the teaching activity of visiting staff into the curriculum • Facilitating and supporting teaching staff mobility and training • Acknowledgement of the teaching activities carried out abroad

  22. Quality issues • The institution has agreed to respect the transversal Community policies: • Equality between men and women • Integration of disabled students and teachers • Enhancement of social and economic cohesion and combating xenophobia and racism in the institution

  24. EUC • Part A Institutional profile: please provide all information • Legal representative: the legal representative is the only person who can make a legal commitment of the institution; he/she will sign all financial agreements/contracts with Commission/NA

  25. EUC • ERASMUS Institutional coordinator: • He/she is the person in charge of supervising all ERASMUS activities within the institution

What is a one-tier degree? • “a one-level degree structure (one-tier or one-cycle), where the single programme of study results in a final (masters-level) award. •  It should be compared/opposed to the two-tier degree structure, which offers a shorter degree programme and a choice of post-graduate programmes •  For most countries the one-tier (= one-cycle) system is the existing system before the changes introduced by the application of the Bologna system: two-tier (= two-cycle) degrees; which is not yet fully implemented in all subject areas in all countries.” European Commission

What is a PhD without Thesis? • “In a number of countries there are several kind of third cycle courses not leading to a PhD • Examples are the "specialisation courses" you may find in various faculties here and there. • I know and may directly refer to cases in Italy but I am sure there are many other cases around Europe” European Commission

  28. EUC • Part B: EPS The Erasmus Policy Statement will be published on the homepage of the Executive Agency if the application is accepted Choice of language for the EPS=EN,FR,DE

  29. EUC • Purpose: institutionalised approach • The EPS contains the overall cooperation strategy the institution has developed and is going to implement; it sets out the strategy and the planning that the institution underlies to all its LLP cooperation plans

  30. EUC • Issues to be addressed in the EPS • The role of international and European co-operation in the institution’s strategic development plan • e.g. innovation and development of the institution’s teaching and/or research areas

  31. EUC • Future development plans for European/international co-operation in mobility, curriculum development, networks • How do the plans relate to results achieved so far in European co-operation

  32. EUC • Quality control and evaluation of participation in European programmes • Internationalisation of administrative staff, teachers and students • Measures to ensure the full recognition of study periods abraod

  33. EUC • Measures to encourage staff and students to participate in mobility and in transnational projects • Extension of the use of foreign languages in teaching and research • Policies to combat gender inequality, racism and xenophobia and exclusion of socially disadvantaged people

  34. EUC • Policies for implementing the Bologna process • The management of the EPS process and implementation of the EPS in the institution (role of leadership, role of the international office etc.)

  35. EUC • Part C organisation of mobility • All questions must be answered in this section – use the roll down menu • Click « no mobility foreseen » only if you do not plan any student mobility activities between 2007 and 2008

  36. EUC • Part F Endorsement • Afteryou have submitted the final version of the online application please do a print-out of the submittedapplication!

  37. Your application will be rejected: • If you use the print screen option • If you submit an application where in the footnote it says “Draft”

  38. Institution is not eligible for participation • If parts of the application are missing • If parts of the EPS are missing • No original signature of legal representative (electronic signature NOT valid!)

  39. Paper version does not correspond to submitted online version • Please submit first final online version (before 28th February 2007, 23.59 GMT) and do a printout for signature by legal representative

  40. Paper version sent after deadline (postmark on envelope later than 28th February 2007) • Only an online version was submitted • Only a paper version was submitted

  41. The answers to the three questions in the EPS are extremely short/very vague • Some componets of the EPS questions are not answered • (e.g. « how has the EPS been developed?) • No information is given concerning how the institution ensures high quality in student and staff mobility (and student placement) and in Erasmus cooperation projects

  42. The institution does not have a clear strategy • The institution has no implementation mechanism for the intended European activities • The institution is not committed to European cooperation within ERASMUS

  43. The institution is not at all interested in introducing ECTS and does not guarantee academic recognition of study periods abroad • No references at all are made to any of the European issues (Bologna process, ECTS, quality control, new information and communication technologies,life long learning, equal opportunitiesetc.)

  44. Be careful! Maximum length of EPS: 7.000 characters, not 15.000 as it was previously permitted.
