Objectives of the initiative • To give 100% connection to all BPL families in network area and achieve last mile connectivity. • Reduce the burden of coping cost on poor. • Improve cost recovery for O&M. • Utilise available network to enable last-mile water connectivity
Innovation in Jagtial - An Initiative by APUFIDC in Facilitating Water connectivity for Urban Poor Context • In view of the need to enable access to in-house water connectivity to the urban poor, GoAP issued Order in 2004 (303/MA, dt. 03.08.2004) reducing connection costs to Rs. 1,200/- (BPL Water Scheme) – payable in 12 EMIs, • With a view to improve patronage of the Scheme, the Govt. further reduced connection costs to Rs. 200 (515/MA, dt. 25.07.2008) – payable in 2 EMIs, • However, as per the Order, ULBs are expected to meet costs of last-mile water connectivity (pipe material, ferrule, excavation, other labour component, etc.) – approx. Rs. 2,000 per connection.
Reasons for selecting Jagtial as a Pilot initiative • Jagtial Municipality – a small town with population of less than one lakh and with limited revenue buoyancy, • Water supply source and network coverage are the strengths of the ULB, • However, all HHs within network area do not have individual water connections due to the inability of the ULB to raise Rs. 60.0 lakh for meeting project expenditure, • Most importantly, the ULB agreed to opening an ESCROW Account with APUIF (Trust established in 2005 with inter alia objective of enabling service delivery to the poor)
A pilot in Jagtial Municipality • Jagtial Municipality – a small town with estimated population of less than one lakh. • The source of drinking water supply to Jagtial town is the Dharma Samudram S.S. Tank fed by D-59 & D-60 of S.R.S.P Kakatiya Main Canal. • Individual water connections to all the BPL families, estimated at 3000 in its network coverage area.
Implementing Govt of AP Order to provide water connections to poor, Limited resources of the ULB - funds borrowed from APUFIDC Repaying from additional revenue accrued through new connections (3,000 nos.) With the help of APUIF loan, Jagtial could provide water supply service to its 3000 poor HHs to achieve last mile connectivity. About 80 % of HHs applied for water connection within ten days of advertisement. Huge response is due to intensive IEC programme taken up by ULB. No burden to the ULB Summary contd…
Scenario prior to initiative A Survey conducted in September 2008 revealed: • About 100-200 HHs were depending on single stand post, • Poor HHs were spending at least an hour to fetch drinking water alone, • They were also spending money on buying water that was NOT potable from vendors and tankers, • Women had regular squabbles over water access from Public Stand posts and unhealthy situation prevailed in all the slums, • Unhygienic living conditions affected the livelihood of the community members
Implementation Process • Ward Level Survey of BPL families without household connection was done in September, 2008, • Estimated average connection cost (Rs. 2,000 per connection), • ULB applied for loan to APUFIDC, the Trust Manager for APUIF, and entered into agreement in October, 2008, • APUIF loaned Rs. 60.0 lakh in two installments on the basis of project progress, • Intensive awareness programme taken up to mobilise people quickly
Hand-holding support for completing applications • ULB facilitated submission of application through ward councilors and local leaders – 80% of applications received in one week of the launch of IEC campaign • Received 3109 applications from residents • ULBs water tariff is on ESCROW to APUFIDC and the ULB is repaying its loan from additional monthlytariffaccruing from the initiative i.e. in 130 months @Rs. 67,500/- • Project completed in September, 2010 – all 3,000 connections issued
Project Financials Loan: Rs. 60.0 lakh Interest Rate: 7.5% per annum Repayable Period: 130 months No. of connections: 3,000 Tariff per month: Rs. 45/- EMI payable by ULB: Rs. 67,552/- per month EMI paid up to: March, 2011 Amount paid to APUFIDC: Rs.8,10,624
Impact - Last Mile Water Connectivity Saturation-based coverage: All the 3000 slum HHs now have in-house water connection with improvements in health and hygiene – there is no HH without water Resulted in decrease in time spent on fetching water from Public Stand posts (PSPs) including scorching summer (avg. time spent = 30-40 minutes per day per HH) Increase in economic productivity (eg. bidi makers are able to make additional amount), caring children, and their education.

Last mile connectivity as Sustainable and Replicable model • People have realized the importance of having water supply at door step and are paying water tariff regularly, • Water network in the slum areas is essential • Increased revenue to the ULB as out of Rs.45 per HH, the ULB is receiving half of this amount • Reduction in wastage of water through PSPs • The poor are paying Rs 45 as tariff – the payment made by the poor has been consistent.
Strength of the Project • Initiative is a unique example of ULB taking loan to provide water connectivity to poor HHs on saturation basis • ULB agreeing to establish ESCROW Account • Strong IEC campaign – 80% of applications received within 10 days of launch of campaign • Demonstrable impact achieved in service delivery for the poor (Water is an important service in the 7 Point Charter)
Citizens of Jagtial speak Govindamma, 4-4-281 Gandhi nagar left road Jagtial “We would have to fetch water from the common public tap nearby, water would come for only one hour, if one is late then there is no guarantee that they would get potable water. The municipal staff distributed pamphlets that we could get tap connections for a monthly price of Rs45/-, we immediately took the offer and applied for the water connection. This is so convenient, now the water comes for one hour everyday it is more than sufficient for all our needs.

Padmalatha, 5-2-8, Jandamela, Kapuvada Jagtial For about 15 years we would fetch water from the common community tap. “Chaos” is the word that will describe the scene that happens during the one hour when water comes. It was a big struggle and not everyone would get sufficient water then we would have no choice but to buy water. While this continued for quite sometime the Municipality advertised about the Rs 200 scheme which was a big advantage for us, the affordability was the best factor; with the payment of Rs 200 alone one can get a house tap connection. We availed this scheme and got a tap connection, there is daily water supply for around 1 hour. is sufficient for all our needs.

Before this the women in our house would have to go to the Public stand post and fetch water, that took a toll on our time and health, it was strenuous to carry water on a daily basis. Now with house tap connections it has become more easy and strain free, the water pressure is good and the supply is sufficient”.

We heard that white ration card holders are being given house tap connections, even if it was difficult for us we raised the money and got the connection. It is a big relief to us. We need not worry about where to run for water, our children get to drinking safe water ”
