  2. N-DEx will provide law enforcement agencies with a powerful new investigative tool to Search, link, analyze and share criminal justice information such as, incident/case reports, incarceration data, and parole/probation data on a national basis to a degree never before possible. N-DEx Mission

  3. R-DExRegional Sharing of DOJ Data R-DEx • Provides Regional Sharing of Detailed Federal Case Information (i.e. ATF, FBI, DEA, USMS, BOP) with States, Local Regional Information Systems = Current DOJ Data Sharing Participant Locations = Potential Future DOJ Data Sharing Participant Locations

What N-DEx and R-DEx will provide • N-DEx • Will provide for national law enforcement data to be shared through Incident/Case Reports, Incarceration Data & Arrest/Booking Data, as well as Probation/Parole Data • Will link regional and state systems • R-DEx • Will provide regional sharing of detailed DOJ Federal case information with state, local and regional systems • Additionally, R-DEx DOJ case information and services will be made available through integration with N-DEx

N-DEx Data Standards • Extensible Markup Language (XML) - structured language for describing information being sent electronically to N-DEx. • The National Information Exchange Model (NIEM) is using the GJXDM to build a common XML data exchange standard for information sharing among: - Department of Homeland Security - Department of Justice - Justice, public safety, homeland security, and intelligence. • The N-DEx IEPD v1.0 is available at: • www.it.ojp.gov • On left hand column, click on IEPD Clearinghouse • Click on Find IEPD Information • In the Search field, search “N-DEx” • Click on the N-DEx IEPD • Click on the Web link to the actual IEPD

Data Standards • N-DEx PMO actively participates in the following GJXDM/NIEM groups: • National Information Exchange Model (NIEM) Stakeholders • NIEM Technical Architecture Committee (NTAC) • NIEM Business Architecture Committee (NBAC) • NIEM Committee for Issues, Requirements, and Quality (NCIRQ) • Global Justice XML Data Model (GJXDM) • Global Advisory Committee • Global Justice XML Structure Task Force (XSTF) • GJXDM Training and Technical Architecture Committee (GTTAC) • GTTAC IEPD Subcommittee • Department of Defense (DOD) • DOD Counterintelligence Information Technology Council (CIC)

N-DEx Commitment • State Agencies • Alabama – Upgrading state system that will be N-DEx compatible; MOU • Colorado – Conducting development efforts to build state system to be N-DEx compatible; MOU • Delaware – Actively submitting N-DEx compliant incident data; MOU • Florida – Building state system that will be N-DEx compatible • Illinois – Building state system that will be N-DEx compliant; MOU in process • Kansas – Upgrading state system that will be N-DEx compatible; MOU • Michigan – Mapping to N-DEx IEPD; MOU • Missouri – Expanded state system; MOU • Nebraska – Mapping to N-DEx IEPD; MOU • New Jersey – Expanding system to be N-DEx compatible • Nevada – Obtaining funds to upgrade state system that will be N-DEx compatible; MOU • Ohio – Mapping to N-DEx IEPD; MOU • Oklahoma – State system that is N-DEx compatible; MOU in process • Oregon – Upgrading state system that will be N-DEx compatible • South Carolina – State system will be N-DEx compatible; MOU • Tennessee – State system that is N-DEx compatible; Mapping to N-DEx IEPD; MOU • Texas – State system that is working to be N-DEx compatible • Virginia – Building state system that will be N-DEx compatible; MOU • West Virginia – Exploring available resources to strategize plan for N-DEx participation; MOU • Local/Regional Agencies • Los Angeles County, CA – Actively submitting N-DEx compliant incident data; MOU • San Diego, CA – Developing mapping plan; connectivity to be final February, 2007; MOU • Marietta, GA – N-DEx compatible mapping complete; MOU • Federal Agencies • AFOSI – Upgrading records management system that will be N-DEx compatible; mapping to N-DEx IEPD

Privacy Advocacy Group • First Privacy SME meeting held at CJIS on 06/13/2006 • FACA sanctioned through APB • Privacy SMEs in attendance: • Stephen Saloom – Innocence Project • Christopher Calabrese – Project Council ACLU Tech and Liberty Program • Jeffrey Blackburn – Texas Innocence Project • Ada Melton – American Indian Development Associates • No previously unaddressed privacy issues were identified by the group • Meeting held on 01/12/2007 with Barry Steinhardt, ACLU Director Technology and Liberty Project discussing N-DEx R-DEx relationship

Privacy Impact Assessment • N-DEx PIA submitted to Office of General Counsel 05/02/2006 • DOJ has approved PIA pending OGCs input • Per OGC upper management a second Privacy Council may not need to be convened with immediate approval of the PIA • Subsequent changes to the prototype MOU will be added via an addendum to cover the FOIA issues.

  14. Prototype activities will support the following program initiatives • Support and establish the N-DEx data set and data submission guidelines through GJXDM/NIEM • Working with Georgia Tech Research Institute to develop Law Enforcement N-DEx Incident Information Exchange Package Documentation (IEPD) scheduled for release November 2006 • Support the evolution of N-DEx business and policy rules through the APB • Provide law enforcement active participation and submission/validation of existing RMS data

Prototype Capabilities • Prototype agencies will have access to other prototype agencies data • Gathering data for the production System • Creating realistic data set for System test to ensure operational benefit • Providing useable data in the System from day one forward • Validation of the data against the standards • Establishing connectivity with the user community • Utilizing the data for standards development • Basic mapping and graphical displays based upon user search requests • Simple searches on people, location, vehicle, and agency.
