Trauma Care Programme • 11thFive Year Plan(2007-2012): • 100% centrally sponsored • 116 Trauma Care Facilities (TCFs) identified and funded • Status: functional-105, construction work under progress-10, construction not initiated-1 • 12thFive Year Plan(2012-2017): • Additional 80 TCFs supported on 60:40% sharing basis (Center: State); first instalment of funds released

Objectives • To establish a network of trauma care facilities to reduce the incidence of preventable deaths due to traffic accidents by observing golden hour principle. • To develop proper referral and communication network. • To develop National Injury Surveillance, Trauma Registry and Capacity Building Centre • To develop trauma registry centresfor ensuring quality services. • To develop a National Trauma System Plan • To improve awareness through IEC activities

Other activities under Trauma Care Programme • National Injury Surveillance, Trauma Registry and Capacity Building Centre (NISC) established at Dr. RML Hospital (www.nisc.gov.in) • Software for Injury Surveillance and Burn Registry developed • NISC connected to 46 hospitals in 14 States • (Hospitals for Group-I)- 23 hospitals in 6 States • Capacity building: • ATLS & BLS training for Doctors and Nurses • Pre-Hospital Trauma Technician (PTT) Course • 6 Month Course for General Surgeons in Neuro-Trauma designed • First Aid course for general public developed with AIIMS and WHO

Contd. • IEC activities on various modes of communications being undertaken: • Audio-visuals and Documentary Films developed on Good Samaritan & First Aid • Print material: posters, charts & stickers developed and distributed • Telecast, broadcast and bulk SMS campaigns undertaken • National Trauma System Plan: on the directions of the Supreme Court Committee on Road Safety 32 States/UTs have submitted State Action Plans (SAPs) • (SAP not received from Rajasthan, Lakshwadeep, Karnataka and Meghalaya)

Contd. • Technical guidelines and documents : • Minimum Standards for trauma care facilities • Standard Treatment Guidelines for trauma & maxillo-facial injuries • Key performance indicators for pre-hospital, hospital and rehabilitation care • Guidelines for establishing rehabilitation units in L-II TCFs • Technical inputs to NHSRC for Operational Guidelines for integrated trauma and emergency services at wellness centres, PHCs, CHS and District Hospitals.

Contd. • Other activities • Observation of World Trauma Day- 17th October • Observation of Road Safety Week (in April, 2018 and February, 2019) with felicitation of Good Samaritans, First Aid trainings, pledge on road safety, release of handbooks) • WHO Bi-regional Drowning Prevention report and IEC material on drowning • Trauma Registry initiated

12. Burn Injuries Proramme Current burden- burn injuries: • As per WHO (2017), Burns are a global public health problem, accounting for an estimated 180,000 deaths every year. • In India, over 10,00,000 people are moderately or severely burnt every year. • 90% of burn injuries are preventable provided timely and appropriate treatment is provided by trained personnel. Pilot Programme during 11thFYP: • 100% centrally sponsored. • Implemented only in 3 Medical Colleges and 6 District Hospitals. All 9 units reported to be functional.

Burn Injuries Programme National Programme- 12th FYP: • 47 Medical Colleges supported and first installment released towards construction and equipment. • Financial support for setting up of a Burn Unit in Medical Colleges- Rs 6.579 Cr. • Centre & State share --60%:40%; 90:10 in case of NE States and hilly regions. 100% Central assistance in UTs. • District component of the programme supported under NHM

Objectives • To establish a network of burn units with adequate infrastructural facility for burn management and rehabilitation. • To improve awareness among the general masses and vulnerable groups. • To establish Burn data registry with integration with National Injury Surveillance Centre. • To carry out Research for assessing behavioral, social and other determinants of Burn Injuries. • To organize burn Injury training Programmesin management of burn injuries.

16. Other Major Activities undertaken • Burn Registry developed under NISC • IEC activities: • Audio-visuals and print material (posters and leaflets) developed on burn injury and acid burns management . • Telecast, broadcast, digital cinema and publicity through train wrapping campaigns undertaken • Capacity building: • 6 days training for doctors in burn injury management • Manual developed on wound dressing procedures for para-medical personnel • Practical handbook for burn injury management developed • Standard Treatment Guidelines for burn injuries developed

17. Issues in Trauma & Burn Programme • 11 TCFs (9 in Bihar, 1 in Maharashtra, 1 in Jharkhand) of 11th FYP are yet to become functional. • The concerned States to apprise the reasons please ??? • Trauma & Burn Units of 12th plan, • Only 2-3 States have sought second installment. • In most of the cases UCs of first installment not received/ not submitted in the prescribed format. • States to forward the proposals for release of funds on reimbursement basis. • No such proposal received so far for Trauma & Burns Programme.
