Why do we need Standards and Guidelines? • Protect revenues and meet operational and customer service needs • Define a targeted level of service and ensure uniformity in the operation • Provide a basis for training, discipline, and enforcement • Promote equality and fair competition • Maximize airport roadways and curbside
Standardization Challenges • Each airport is unique in configuration, construction, and political environment • Changing airline market requires continued modification and flexibility • Cultural differences often dictate patron behavior • Escalating fuel cost and security requirements have shifted financial responsibilities and have lead to different/additional user charges • Technology compatibility
Levels of Standardization • Airport-wide • Statewide • Nationwide • Worldwide
Florida Airports • Standards enhance the relationship amongst state airports • Shared standards set guidelines for airlines, tenants, service providers and ground transportation operators • Standards justify airport actions and assist with legal defense • Standards benefit airport patrons and the community
Nationwide • Sharing of knowledge and experience promotes development of standards. • The internet and media in general have redefined travel and created a more generic airport experience. • Airports share automated system solutions (parking, ground transportation, etc.). • Airports nationwide face similar challenges – economy, security, etc.
Worldwide • Standards assist the international passenger as major airports serve or provide connecting service to international destinations. • Our communities have changed and so have our patrons (more international communities). • Technology has brought the world together. • Many service providers and vendors operate worldwide.
MIA Standardization Challenges • The unified approach where ground transportation, parking and roadway management are Landside responsibilities,does not allow the creation of generic airport operations classifications. • Extensive construction projects and security mandates impact landside responsibilities and often require modification of procedures. • Living wage requirements affect management agreement and concession contracts and have lead to operational changes.
MIA Standardization Challenges • Nationwide, CBP and TSA staffing guidelines do not work at MIA due to the high international passenger loads, high volume of international baggage and countries served. • With an increase of staffing and security needs, nationwide standards for TSA equipment do not meet MIA needs.

Ground Transportation Permits • County licensing requirements • Vehicle and insurance requirements • Fees and charges • Trip counting devices (AVI) • Reporting and payment requirements
Taxicab Standards • The County establishes taxicab driver requirements such as age, driving record, criminal background, language proficiency, training, etc.). • They also establish vehicle standards (mechanical, age, color, markings, equipment, permits,etc.) and insurance requirements. • Landside enforces MIA and County requirements for taxicabs operating at MIA.

Employee Transportation Contract • A management agreement contract • Operator: First Transit • Management experience, staffing and training requirements • Recording, reporting, budgeting, auditing,and insurance requirements • Allowance for expansion of services provided
Public Parking • A management agreement contract • Operator – Airport Parking Associates (Central Parking) • Management experience, staffing and training requirements • Recording, reporting, budgeting, auditing, and insurance requirements • Allowance for expansion of services provided
Technology Assists Standardization Efforts • ASCOM parking revenue control system with patron interface device and credit card in/out capability has improved the parking experience reduced staffing needs and minimized fraud. • AutoVu LPR and mobile LPI have proven to be excellent customer service and law enforcement tools and have minimized fraud.
Technology… • TransCore ground transportation AVI system with Durasys software has served to maximize ground transportation revenue. • TransCore wireless access system for parking will expedite public parking entry and exit.
