Point of manufacture and point of delivery sampling and testing requirements clarified Point of delivery sampling and testing requirements for asphalt and spray works separated Costs for point of delivery sampling and testing to be borne by the Contractor Project manager determines compliance point i.e. Point of manufacture vs Point of delivery Overview
Bitumen and PMB Sampling and Testing • Sampling and testing is to be conducted at BOTH • Point of Release from Manufacture (by Manufacturer) AND • Point of Delivery (by Contractor) • The purpose is to establish the effects of any contamination/mishandling during transport
Sampling and Testing Requirementsat Point of Delivery - Asphalt
Sampling and Testing Requirementsat Point of Delivery - Seals
Protocol for Sampling Frequency Dependant of history of testing outcomes
Engineering Note (EN) 07 • Point of delivery limits for PMB’s • Deductions calculated by formula based on Torsional Recovery and Softening Point field values • 8½ years of QDMR field data used to determine deductions formula for each grade • Deduction not to apply until Jan 2011 to allow further data to be consolidated.

Definitions of primary, secondary and auxiliary storage tanks included to clarify requirements for imported bitumen Inclusion of quality system requirements for imported bitumen AS test methods included where applicable MRTS 17 - Bitumen
Inclusion of Underlying Viscosity and Elastic Modulus in test suite *no test method* Banded Torsional Recovery and Softening Point limits as per upcoming Austroads PMB Specification All Consistency tested at 60°C Removal of S2S and inclusion of S0.7S Inclusion of field produced crumb rubber grades with point of manufacture testing requirements Austroads test methods incorporated MRTS 18 - Polymer Modified Binder
MRTS 18 - Polymer Modified Binder Field Testing Requirements • Field compliance tests changed: Torsional Recovery and Softening Point used instead of Consistency at 60°C • Initial high frequency of sampling and testing aims to generate data regarding each binder class’s stability during transport, handling and storage • Sampling and testing frequencies to be revisited when additional data is available
Broadening of Cutter Oil FBP and Aromatic specification limits Jet A1 deemed acceptable as cutter oil where corresponding properties meet the Cutter Oil specifications AS/ASTM test methods included Specification is considered transitional pending the implementation of the yet to be published AS3568 update MRTS 19 - Cutter and Flux Oils
Inclusion of AMC6 and AMC7 AS test methods included MRTS 20 - Cutback Bitumen
Minor changes only Only impacts manufacturers AS test methods included where applicable MRTS 21 – Bituminous Emulsion
Quality requirements for imported bitumen specified 3 new PMB grades: S0.7S, S15RF & S18RF S2S and S4R grades removed Banded specifications for PMB Point of Delivery sampling and testing for asphalt and seals expanded EN07 to be implemented Jan 2011 Jet A1 provisionally acceptable as cutter Summary
