First gave… The Environmental Protection Agency (EPA) the ability to set standards for health-related water contaminants for all public water supplies. Amended 1984… because EPA wasn’t setting good enough maximum contaminant levels. This brought on more regulations. The EPA had to set higher standards and keep more thorough records.
Underground Injection Control Program Second gave… EPA the responsibility to develop the Underground Injection Control Program. Which protects ground water from the contamination of waste disposal wells and develops water treatment techniques. The UIC was delegated to the states; whether or not they wanted to prohibit underground injection of waste. Even if UIC isn’t enforced wells are reviewed for proper disposal of waste. Wastes must be injected beneath the highest level of drinking water & into wells that are structurally sound so that drinking water is not contaminated.
Amended once again in 1996… The Hazardous and Solid Waste Amendments of 1984 prohibited land deposition of hazardous waste, including injection into wells. After the EPA's examination of the wells they decided underground injection wells were exempt from ban. Since underground injection does not involve pretreatment of the liquid wastes, it is classified as a land disposal and a storage method.
