Background • Eligible for up to $750,000 of funding from FDCA for one or more FFY 2010 and FFY 2011 Non-Entitlement (aka ‘competitive or small cities’) Community Development Block Grants • Funds must be used for one of the following purposes: • To benefit low and moderate income persons (LMI); or • To aid in the prevention or elimination of slums or blight; or • To meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.
Background • The activity categories for which these funds may be used are in the areas of • Housing • neighborhood or commercial revitalization • economic development (new jobs) – Open Cycle • Eligible uses of funds include: • CDBG administration • housing rehabilitation • commercial building rehabilitation • sidewalks and pedestrian malls • land acquisition • water and sewer improvements • street improvements • storm water facilities • parking and related improvements
Background • At least 70% of the all State CDBG funds must benefit low-to-moderate income persons, as defined by the Department of Housing and Urban Development (HUD) • For individual grants: • 100% of housing beneficiaries must be LMI • 51% of jobs created under economic development must be for LMI • 51% of the entire jurisdiction must be LMI for commercial revitalization • 51% of neighborhood beneficiaries must be LMI and more for competitive scoring.
Conceptual Plan • Apply for CDBG Funds under Housing Category • Economic Development is open cycle, must create jobs, not speculative (a tool in our toolbox) • Neighborhood and Commercial Revitalization not really possible (City and/or neighborhoods do not meet thresholds for LMI population) • Conceptual Plan • Home-owner occupied rehabilitation and/or demolition/reconstruction • Older homes (30+ years), where home is deteriorating and homeowner has no funds/ability to repair (i.e. seniors or disabled persons on social security) • Benefits homeowner, neighborhood, and contractors • Hire grant manager and continue county partnership
