The decentralization of the Mexican health system has strengthened the stewardship role of the Ministry of Health, including its evaluation responsibilities. The performance assessment of the 32 state health systems in Mexico has been based on the concepts and methods recently developed by WHO. The performance assessment of state health systems has been complemented by two other components: the evaluation of priority programs and the evaluation of personal and non-personal health services.
