  2. The Skeptics • Good governance will publicize by itself (Traditional wisdom) • Government is about to get down to real business; there is little room for PR (Mr Tung Chee-hwa before 2000) • Government PR is just for show, it cannot improve the quality of governance (Margaret Ng)
