Terminology in Scope of the Problem – End-toEnd • B-MSC = Border MSC • ESPM = Extended System Parameter Message broadcast by cell • ESPM(IMSI_11_12) = MNC broadcast by cell in ESPM • ESPM(MCC) = MCC broadcast by cell in ESPM • HNI = Home Network Identity (same as MCC+MNC) • IMSI = IMSI in the Network (the same as IMSI_T in the mobile) • IMSI_M = MIN-Based IMSI in NAM of Mobile • IMSI_T = True IMSI location in NAM Mobile • IMSI_M_11_12 = IMSI_11_12 of IMSI_M in NAM of Mobile • IMSI_T_11_12 = IMSI_11_12 of IMSI_T in NAM of Mobile • IMSI_M_S = least significant 10 digits of IMSI_M in NAM of Mobile (same as MIN) • IMSI_T_S = least significant 10 digits of IMSI_T in NAM of Mobile • IMSI_T_SUPPORTED = Broadcast in ESPM to indicate 15-digit IMSI is supported to the network • MCC_M = MCC of IMSI_M in NAM of Mobile • MCC_T = MCC of IMSI_T in NAM of Mobile • MIN = MIN in the Network (the same as IMSI_M_S in the mobile) • MIN Escape Code = MCC_M + IMSI_M_11_12 • MINExtension = MIN Escape Code • S-MSC = Serving MSC Lucent Technologies – ProprietaryUse pursuant to company instruction

Results to Expect • IMSI as an International Standard is the only network signaling address between service providers. • 10-digit MIN is used to provide service to subscribers at home. • MIN exhaust is averted. • Signaling of MSID (I.e., either 10-digit MIN or 15-digit IMSI) over the air at home is efficient. • Cross Technology Roaming between CDMA and GSM networks is less complex. Only IMSI is needed. This results in no mapping between MIN and IMSI in the IIF. • Implementation of ePRL method for serving system selection fully supported • Existing standards, including CDMA2000 air interface and ANSI-41 standard roaming operations, especially ISPAGE and ISPAGE2, are “repaired.” Lucent Technologies – ProprietaryUse pursuant to company instruction
