Core of the project • Identify and describe primary processes within central administration (AS IS) • Choose the most important within the meta-cycle: strategic planning, policy creation, policy implementation and monitoring. • Find good practices (TO BE) • Make chosen processes optimum (pilot) and prepare other to do so.

How to prioritise • Leaders (ministers) propose priority tasks • Specified criteria: • Cost for public sector (central budget) over 100 mln PLN (20 mln EUR) • Impact on more than 1 mln entities or huge impact on one social group • Impact on certain amount of GDB or any other quantitative macro impact • The government decides on the basis of additional criteria 3 ways: 9
