  2. Today’s Discussion • Overall Intent of Planning Process • Overall Purpose of Work Products • Basic Elements of Work Products • SAFETEA-LU Compliance • Discussing LRTP update with MPOs/RPAs • How should DTPs be involved in process?

  3. Overall Intent for Planning Process • Carry out a continuing, cooperative and comprehensive multimodal transportation planning process

  4. TPWP – Overall Purpose • Provide transparency to the planning process • Document work tasks to be undertaken over the next 12 months • Establish the planning budget • Accountability

  5. TPWP – What’s Required • Discussion of Planning Priorities • Identify work proposed for 1-2 fiscal years • Who will perform the work • Schedule for completing the work • Resulting products • Proposed funding by activity/task • Summary of the total amounts and sources of Federal and matching funds

  6. PPP – Overall Purpose • Provide adequate opportunity for public involvement in: • Public Meetings • Projects to be funded • Project justification • Project schedules

  7. PPP – What’s Required • Be developed by MPO in consultation with all interested parties • Provide adequate notice of public participation activities and time for public review of: • LRTP, TIP, Transportation Issues and processes • Include Visualization • Make available through electronic accessibility • Hold meetings at convenient and accessible locations/times • Minimum public comment period of 45 days provided for initial or revised participation plan

  8. LRTP – Overall Purpose • Establish local goals concerning future transportation infrastructure and service needs • Develop both short range and long range investment strategies/actions • Determine which projects need to be completed in the future • Inform public about upcoming projects

LRTP - Basic Elements • Updated every 5 years (attainment areas) • Must be consistent with current and forecasted conditions/trends • At least 20 year planning horizon • Multimodal • Include a financial plan (fiscally constrained) • Public officials and citizens must be given adequate opportunity to be involved in development process • FHWA & FTA do not officially approve the plan

  10. TIP – Overall Purpose • Provide an extensive, ongoing cooperative planning effort for programming federal funding • STIP developed annually through a cooperative effort with MPOs/RPAs

  11. TIP – Basic Elements • 4 year scope • Updated at least every 4 years • Approved by MPO and Governor • Financially constrained • Include (O & M) Operation & Maintenance costs • Be in YOE (Year of Expenditure) dollars

  12. SAFETEA-LU Compliance • Linking Planning and Project Development/NEPA processes • Coordinated Public Transit-Human Services Transportation Plans (PTDP) • Security and Safety Separate • Environmental Mitigation Activities and Consultation • Strategic Highway Safety Plan

  13. SAFETEA-LU Compliance • Congestion Management Process • Operational & Management Strategies • Consultation • Coordination of Planning Process Activities • Visualization

  14. Discussing LRTP w/ MPOs & RPAs • Systems Planning, DTPs and FHWA meeting with planning agencies to discuss their LRTP update: • Time line • What has been completed • What assistance is needed • Review and comment process

How should DTPs be involved? • Actively participate in Policy and TAC meetings – be there to provide on-going answers about planning and planning requirements • Participate in LRTP, TPWP, PPP, PTDP, LRTP and TIP development meetings/committee workshops/etc. • Hold occasional planning discussions with MPO/RPA staff • Carefully review all draft documents and provide comments • Monitor and inform others of activities
