Background: a SIEPS-IWE project • Member states’ and experts’ position on main issues of the budget review • Two main components • Questionnaire – 167 respondents from 23 member states • Country papers – 8 member states • TheEU Budget Review:Mapping the Positions of Member States SIEPS Research Report 2008:2, edited by Tamás Szemlér and Jonas Eriksson
Most fears related to: • Turkey • The financial burden of enlargements • Increasing differences
Conclusions • Considerable shifts on the expenditure side have good chances • CAP reform is likely • Cohesion Policy is also under pressure • Competitiveness: a priority for everyone • Ideas on new expenditure items are present, even converging • But: in practice, most actors still have the status quo in mind • The practical limit: budget size
