Net Metering Background • Illinois Public Utility Act (Act) Section 16-107.5 established Net Metering and made it available to customers who operate eligible Renewable Electric Generating Facilities; 1) in parallel with ComEd’s distribution system, and 2) intend to use the generation on primarily to offset their own electrical requirements. • Rider POGNM provides customers with net metering in accordance with the Act and in compliance with 83 Illinois Administrative Code Part 465. See link to ComEd’s Tariffs: • https://www.comed.com/Documents/customer-service/rates-pricing/rates-information/current/Ratebook.pdf • Under Rider POGNM the customer may receive credit on their electricity bill for the excess electricity generated according to the terms of the Net Metering Agreement. • Rider POGNM has 6 categories, the following 3 are applicable to RES supplied customers: • NM 3 = Not Competitively Declared on Rate RDS with RES supply with pricing that is not hourly • NM 4 = Not Competitively Declared on Rate RDS with RES supply with hourly pricing • NM 6 = Competitively Declared on Rate RDS with RES supply with hourly prices

Eligibility • Residential or Commercial customers who own or operate an on-site eligible renewable generation resource of up to 2 megawatts are eligible. • Types of eligible generators: • Solar • Wind • Dedicated crops grown for electricity generation • Agricultural residues • Untreated and unadulterated wood waste • Landscape trimmings • Livestock manure • Anaerobic digestion of livestock or food processing waste • Fuel cells or microturbines powered by renewable fuels • Hydroelectric

Enrollment and Setup Process Steps in Net Metering process: • ComEd net metering customer switches to a supplier • Customer is removed from ComEdNet Metering program, termination letter sent to customer • Customer notifies RES it wishes to enroll in the supplier’s net metering program • RES sends Net Metering Notification form to the ESSD mailbox • ESSD sends Notification form to ComEd Net Metering Program Manager • Program Manager reviews the request and sends customer ComEd Net Metering Election Form • Customer completes the Election Form and sends to the Program Manager • Program Manager approves request (if new project), makes meter exchange request (if required), notifies System Billing to add the Net Metering contract onto the customer’s account • System Billing places account on pull bill (if it’s likely customer will over generate) and notifies ESSD • ESSD notifies RES the Net Metering contract has been added to the account • RES notifies customer • Note: Customers will not have to reapply each year. The agreement will continue until customer switches to another RES or to ComEd • If customer installs a renewable energy system while taking supply from a RES, customer starts process by notifying RES it wishes to enroll in supplier’s net metering program • RESs Responsibilities • Send Net Metering Notification Form • Form notifies ComEd if customer is on TOU or fixed price supply and if the annual period is April or October

Meter Exchanges Meter Exchanges: • If Project Manager believes customer will over generate a dual channel meter will be installed • The RES may be responsible for paying for the meter exchange • Prices for meter exchanges vary per field trip, per meter, per meter type • Costs range from $74.04 to $219.43 (subject to change) • Table 1 summarizes meter exchange and cost information for each category

Termination The Net Metering agreement can be terminated for the following: • Changes or modification of generating equipment • Customer finals their service at their premise • Customer drops back to ComEd • Customer goes from RES to another RES • Customer elects to terminate (customer is responsible for notifying the RES at least 30 days prior to termination) • If RES drops or customer terminates, the customer will lose their kWh based credits, as applicable

  9. 867 Monthly Usage Data Net metering customers who never over generate: • The value in the summary loop of the 867 will match the sum of the half-hour intervals • The summary loop value represents energy delivered Some net metering customers “over generate”: • In a given interval they might put more energy out to the grid than they consume • If a net metering customer generates more than it uses in any half-hour interval: • For half-hour intervals when output exceeds input the usage value in the 867 will be negative • Summing the intervals will produce the net usage for the account • The value in the summary loop of the 867 will not match the sum of the half-hour interval data If a net metering customer has dual channel metering: • The account will be manually billed by System Billing
