  2. Measuring Core Indicators Perspective 2004-2006 • Perspective 2004-2006 and its problems: • No core indicators • Huge amount of indicators • No integrated monitoring IT system • Indicators were uncomparable and disagregable at the NDP level

Measuring Core Indicators Perspective 2007-2013 Perspective 2007-2013: - Great progress in programming indicators -List of polish key indicators – common for all OPs, based on categories of intervention -beneficiaries are obliged to submit these indicators in their reports -EC core indicators included in this system -Country IT System (SIMIK’s successor) … but still not satisfactory…

Measuring Core Indicators Emerging problems: • Perspective 2007-2013: • Emerging difficulties • Most of the indicators at the NSRF level are impact context indicators, but include separate part concerning impact of structural funds • Important task for evaluation to estimate this impact • Problems with definitions of indicators proposed by EC: • e.g: value for timesavings in € • Additional population served with improved urban transport • Number of people benefiting from forest fire protection and other protection measures • Number of benefiting students

Measuring Core Indicators Plans for the future Informal group was established in Ministry of Regional Development, that works on the definitions of doubtful indicators A few expertises are planned to be conducted on the verification of indicators system - one of the products will be handbook of indicator definitions

  6. Measuring Core Indicators Difficulty? It would be much easier for the Poland, if Commission presented definitions of indicators, that are closest to the Commission’s approach.
