EU Legal Regulation of Lobbying a. Almost inexistent regulations of lobbying - Sweden, Greece, Spain, and Italy: Parliamentary or other lobbying is not legally regulated. b. A privileged position of certain interest groups: This model that was also applied in Slovakia. It enabled a privileged position of trade unions and required the government to negotiate bills with them in a tripartite forum. The previous government eliminated the practice, but the current left-wing Cabinet is considering re-introducing the model. c. Relatively complex regulation of lobbying: The most extensive regulatory framework at the level of the EU member-states is in Germany and Great Britain. Yet, it is not based on laws on lobbying. Britain repeatedly debated the latter option, but one of the major obstacles proved to be the very definition of lobbying.
