Perspectives on Space Performance & Resilience

This article explores perspectives on space performance and resilience, focusing on network, space, and cyber domains. It highlights two options to improve resilience in a peer contested environment and emphasizes the importance of multi-network operations and technology innovation. The article discusses strategies to increase resilience in the near term and presents a case study on improving satcom resilience through leveraging current/emergent private sector and DoD space network layers.

  1. Perspectives on Space Performance & Resilience Leveraging Innovation to Empower the Warfighter TODAY Multi-Domain Operations: Land, Sea, Air, Space, EW, & Cyber Army Key Focus Areas: Network, Space, & Cyber Space Resiliency Opportunity: Exploit Multi-Network Operations Leverage Technology Continuum Invite Multi-Layered Competition Ken Peterman President Viasat Govt Systems 13 March 2019

  2. Two Options to Improve Resilience in Peer Contested Environment Increase Individual Space Network Availability (AO) Increase Number of Space Transport Network Layers (HAN) Eliminate Single Point Vulnerabilities to Rapidly & Affordably Establish Resilience • (1) Increase Resilience in XX Years & $B: • Create New Global Satellite Constellation • Create New Global Ground Segment / Fiber Backhaul • Create New Terminals and/or Upgrade Base • Create New Manager (Network & Device & Control) • Implement an Integrated Holistic Active Cyber Defense Increased Resilience Develop New Exquisite Networks • (2) Increase Resilience TODAY: • Enable Pseudo-seamless Roaming across Multiple Networks • Leverage Multi-Network Terminals (and/or Upgrade the Base) • Leverage HAN Enterprise Management (Network Selection) Increased Resilience Increase Number of Available Transport Networks

  3. Increase in Resiliency via Multiple Transport Networks Contested Environment Calculated Availability (AO) Three Networks Two Networks Single Network Number of Available Transport Networks (assumes Individual Networks with ~ 40% Availability (AO) in Contested Environment Agile Roaming Immediately Increases Resilience, Invites Innovation, Encourages Competition & Enables Rapid Adoption of New Satellite Networks & Emerging Technologies as they Emerge

  4. Example of Satcom Resilience Improvement via Near Term Leverage of Current/Emergent Private Sector and DoD Space Network Layers Notional Army AoR Space Network Environment Circa 2023 • Relieve Congestion (Over 50 Gbps in any AoR) • Improve Affordability (only pay for network capacity actually used) • Mitigate effects of Interference (intentional/unintentional) • Impose Complexity on Adversary (Multiple Networks & Multiple Waveforms) • Mitigate effects of Cyber attacks • Mitigate effects of loss/disruption of Ground sites • Mitigate effects of loss/disruption of Space assets • Effectively Hide in Plain Sight SES Network O3b ViaSat-3 KASAT WGS-2 & 3 Inmarsat GX Intelsat EPICNG

  5. Terminals Provide Resilient Satcom Connectivity … TODAY ViaSat-1/2 Ka-band O3b Ka-band WGS Mil Ka-band mPower Ka-band * Commercial Ka-band HTS ViaSat-3 Ka-band * Commercial Ku-band HTS Polar Ka-Band * Commercial Ku-band GEO MEO * Anticipated • Multi-band, Multi-network, Multi-orbit Terminals enable resilient connectivity …. TODAY • Network selection is automated by the HAN Manager based on Dynamic Mission Requirements combined with Real-Time analysis of the Dynamic Threat Envelope • Manual Override Safeguards always remains an option • 2 networks – good • 3 networks – better • “n” networks – even better!

  6. Enterprise Hybrid Adaptive Networking (HAN) Manager • Viasat’s HAN Real-Time Attributes: • Operational since 2002 • Resilient in Contested Environments • Embraces Innovation & Evolution • Responds to New Use Cases & Threats • Invites Competition at All Tiers • Supports Current & New Terminals • Enables Priority, SA, & Data Analytics

  7. Data Analytics Perspective of our Operating HAN … Every Single Day
