  4. Contents of Energy Efficiency Law • State Principles and Policies on EE&C • Controlling key energy consumer enterprises • Report and Mandatory Energy Audit • Energy Saving Plan on product unit • Labeling on energy consuming products ⇒No specific figures are stated in the Law ?

  5. Decrees on detailing and guiding the Law • MOIT is preparing the draft of… -Decree guiding Law implementation -Administrative penalty Decree on EE&C

  6. Update or Revise the existing VNEEP • There are many researches to enforce the implementation of VNEEP (“The study on Preliminary evaluation..” by WB, “EE Master plan” by JICA and so on) • The results of researches should be integrated into VNEEP

  7. Supporting plans of donors for 2nd & 3rd Cycle Action Plans should be conducted by Vietnamese side according to the result of EE Master plan • Construct education mechanism for energy auditor • Construct data collection mechanism • Introduce labeling system • Capacity building of EECO and EEC

  8. Supporting plans of donors for 2nd & 3rd Cycle (cont..) JICA (Japan) is planning… Technical Assistance for EEC - MOIT will establish EEC training center until 2012 - Japan will support for building the training program (send specialists in 2010, and start TA from 2011)

  9. Supporting plans of donors for 2nd & 3rd Cycle (cont..) AFD is planning… (1) Finalize the research on bottlenecks and good practices, which are identified through recent pilot projects (2) Finalize the target (roadmap etc) for specific industrial sectors (2-3 sectors)

  11. Agenda for the 1st Technical Meeting on May • Update the PA status from MOIT • Comments on the drafts of Decrees from donors (ask MOIT to share the drafts to donors before TM) • Share the contents and schedule on the research for updating VNEEP
