CHIFF CHANGES IN THE STATE DEPARTMENT Remove policy function related to permanency for children from the Office of Children’s Issues, which is buried within Consular Affairs, buried within the Management secretariat – not placed for essential policy prominence. Vulnerable Children and Family Security Create a new Office to focus on family security for vulnerable children. Analogous to the refugee bureau (PRM) and the Trafficking in Persons Office (TIP).
