Research Funding ||| Reuben Almeida ○ r.j.almeida@qmul.ac.uk ○x7962 ||| European Funding Support at QM – Pre-Award • Dissemination of funding opportunities via email, dedicated RGA web pages (accessible via QMUL staff intranet) and departmental briefings; • One-to-one advice on developing research ideas into proposals along with funding and management (administrative) implications thereof; • Registration of the proposal (if obligatory) on behalf of the PI if so requested; • Providing written contributions to proposal, especially non-technical aspects such as management of project, added value of project to EU policy, justification for resources sought; • Completion of supporting documents, e.g. administrative forms and legal documentation; • Generation of internal costing and overall project budget (where QMUL is co-ordinator); • Submission of the proposal on behalf of the PI by online submission (EPSS) or by post if so stipulated; • If successfully evaluated, conducting contract negotiations on behalf of the PI and revision of the budget and work programme with the PI if required by the EC.

Research Funding ||| Reuben Almeida ○ r.j.almeida@qmul.ac.uk ○x7962 ||| Financial issues - Costings and cost models A form of Full Economic Costs will be brought in under FP7 as is used for UK-funded research (with flat rate and lump sum financing for smaller projects) – but will not be fEC-based! The conversion of fEC funding to fit in with EC regulations for FP7 funding is being conducted by Universities UK and exercise, which should have been completed by end January 2007. For universities, 75% of direct eligible costs will be reimbursed with a flat rate of 75% applied for indirect costs – the indirect cost intervention rate may gradually decrease in later years of FP7. (COLLABORATIVE RESEARCH PROJECTS ONLY). Full-cost funding will probably only affect larger-scale bids in the Co-operation Specific Programme (for consortium-based collaborative research projects). For Co-ordination and Support Actions, 100% of direct eligible costs plus 7% overheads funded. Flat-rates will be applied to People programme projects (FP7 Marie Curie Actions) while lump-sum financing will be provided for European Research Council grants under the Ideas Specific Programme. IDEAS (cont’d) • Second call for Starting Independent Investigator Grants – Nov 2008? • - Bottom-up investigator-driven funding from EC for first time ever • - Up-and-coming researcher in any field to set up own team free of EC strategic priorities but funded on scientific excellence only and with any combination of researchers • - For researchers with ideally 2 – 9 years’ experience after obtaining PhD (with up to 12 years if maternity leave taken or other considerations such as national service taken into account) • - To be based at one institution only with no transnational collaboration required but portability of grant guaranteed • - Empower individuals to carry out excellent research free from administrative burdens • - (Up to) 5-year grants with funding of €100,000 – 400,000 a year with annual increments possible of around €50,000 • around €300 million available per call • If you have applied in the 2007 call, you cannot apply again until the 2009 call

PEOPLE (€4,727 million) • Follow-on from Marie Curie Actions in FP6 • Initial training and career development for Early Stage Researchers (pre-doctoral) via Marie Curie Networks • Life-long training and career development to support the career development of experienced researchers through individual fellowships awarded directly at Community level and by co-financing of regional, national or international programmes. • Industry-academia pathways and partnerships – supporting longer term cooperation programmes between academia and industrial entities, in particular SMEs, through staff secondments and workshops for exchanging information and experience. • The international dimension: FP7 aims to attract research talent from outside Europe, to foster mutually beneficial research collaboration with researchers from outside Europe and to improve the career development of European researchers by supporting international research cooperation.

PEOPLE – examples of possible funding • Initial Training Networks (ITNs) • (First stage call deadline: 2nd Sept; second stage deadline: TBC) • Call URL: http://cordis.europa.eu/fp7/dc/index.cfm?fuseaction=usersite.FP7DetailsCallPage&CALL_ID=121 • This action is aimed at researchers with less than 5 years’ full-time equivalent experience in research at the time of recruitment (pre-docs essentially). The focus remains on the initial training of researchers, though this is considered up to five years’ full-time equivalent experience. ITNs can offer training of 3 - 36 months for Early Stage Researchers (pre-doc), and between 2 - 24 months for Experienced Researchers (post-docs). A researcher can spend up to 3 years on one network;  • This action also supports multiple stays of at least one month, for visiting scientists. These would be expected to have an outstanding record in international research and training;  • There is no limit on the number of researchers that can be recruited from Third Countries.

PEOPLE – Initial Training Networks The base salary has been increased as follows for researchers with less than 5 years’ experience ONLY: Early-Stage Researchers/ESRs (<4 years or PhD): €33,800 on employment contract and €16,900 on stipend Experienced Researchers/ EXRs (4 - 10 years): €52,000 on employment contract and €26,000 on stipend A limited number of Visiting Scientists (VS) may be appointed for an appointment of not less than one month: EXR – as above vEXR (more than 10 years)  €78 000 on employment contract and €38, 000 on stipend Topped up by 30% to reflect outstanding nature of Visiting Scientist

PEOPLE – ITNs cont. • General rules: • No more than 40% of the total EC contribution may be allocated to the benefit of organisations within one country in Multi-site ITNs • ICPCs are eligible for funding above minimum number of countries in a multi-site ITN (at least THREE Member/Associated Countries must be represented) • Multi-site ITNs may include teams based in a Third Country IF a bilateral agreement between the EC and that country is foreseen (i.e. very limited) • Possibilities for Twinning ITN and/or Mono-site ITN – limited • Industry participation is expected and seen in a wider scope other than just • traditional manufacturing/production industries but comprising enterprises • and organisations in the general sense of commercial or socio-economic • actors • Minimum of 80% ESR researcher months • Researchers can be nationals of any country other than that of the host • Nationals of countries outside EU/AC can only be recruited by EU/AC hosts • Researchers cannot have been resident of host country for more than 12 • months of 3 years immediately prior to their recruitment
