WindBarriers objectives • IEE funded project (December 2008 – November 2010), • Obtain quantifiable data on: • Administrative barriers (building consent, etc), • Grid access barriers (lead time, capacity of grid infrastructure, etc), • Find best practices and reveal existing issues and bottlenecks, • Propose recommendations on how to overcome these barriers, • Raise awareness amongst decision-makers at local, regional, national and European level.

  5. European political added value Supports the implementation of the : • 2009 Renewable Energy Directive, particularly Art. 13 and Art 16; • National Renewable Action Plans (NREAPs)

Desk-research results • Project website: www.windbarriers.eu, • List of references on administrative and grid access barriers at EU, national and regional level, • Research on perceived administrative and grid access barriers at EU and national level, • Indicators and 1 questionnaire (33 targeted questions) to collect concrete information enabling the analysis of administrative and grid access barriers.

Recommendations for administrative procedures at EU level • Better EU average administrative lead time (2008: onshore: 42 months, offshore: 18 months), • Clear requirements for EIA’s, • Develop spatial planning, • Reduce the number of direct and indirect authorities to be contacted (now onshore: 9 direct and 9 indirect, offshore: 7 direct and 16 indirect)

  15. Recommendations for administrative procedures at EU level • Implement “the one stop shop” approach in all Member States, • Improve transparency at EU level, • Set deadline for all procedures and improve the dissemination of information (developers and local authorities).

Recommendations for grid procedures at EU level • Improve the EU average for grid connection lead time (2008: onshore: 25.8 months, offshore: 14 months), • Lower the EU average for the grid connection time, • Set deadlines for grid processes (next stage), • Develop the grid infrastructure, • Reduce the number of number of involved ST & other parties : Onshore: 0.85 System operators (ST), 24 other parties (land users, technical questions etc), Offshore: 0.92 System operators (ST), 4.4 Other parties

  20. Recommendations for grid procedures at EU level • Implement the “one-stop-shop” approach in all EU MS, • Set deadlines for the grid connection process, • Clarify and streamline the decision-making process.

Recommendations for grid procedures for Bulgaria • Realistic plan for the construction and extension of the grid ( too many demands compared to the current capacity of the grid), • Clarify the grid connection requirements, • Centralised decision-making process, • TSO and DSO to commit to completing grid upgrades as scheduled;

  23. Recommendations for grid procedures for Bulgaria • Avoid discrimination against those developers not directly linked to electrical companies through ownership unbundling between electricity generation, transport and distribution.
