2. Overview of India’s development cooperation with Sri Lanka • Exponential expansion since early 2009; • Mainly in response to needs of reconstruction and resettlement of IDPs in Northern & Eastern Provinces, though footprint in other parts of the Island also growing; • Period 2005-09: 14 projects in the areas of health care, education, connectivity, etc. with focus on capacity building and human resource development; • Period 2009 onwards: Major assistance towards reconstruction and rehabilitation

Overview of India’s development cooperation with Sri Lanka • Phase I: Emergency humanitarian and transitional shelter assistance to IDPs coming out of the war zone– • Medical treatment for 50,000 patients, • Limb refitment camps benefitting 2,563 victims, • Provision of 2.6 lakh Family Packs, • Provision of 10,400 MT of Galvanized Iron corrugated sheets from August 2009 onwards benefitting 95,000 families, • Provision of 4 lakh cement bags to (20,000 MT)

Overview of India’s development cooperation with Sri Lanka • Phase II: Resettlement and livelihood assistance – • Seven demining teams from India to demine residential areas to pave way for resettlement, • 95,000 packs of agricultural implements (including 48,500 kg of HYV seeds) distributed to help revive agricultural activities, • 500 tractors with agricultural implements supplied to farmers of Northern Province through Agrarian centres, • Provision of 10,000 bicycles to IDPs, • Supplying boats with outboard motors and fishing nets, to IDPs in Mannar, assistance to fishnet factory at Jaffna, • Setting up of Vocational Training Centres

5. Overview of India’s development cooperation with Sri Lanka • Phase III: Reconstruction and development assistance (including transport infrastructure) – • Move from transitional to full-fledged housing; Pilot Project for 1,000 houses commenced in April 2011 and already completed; • Next phase for 43,000 houses being launched; • Renovation of 79 schools; • Rehabilitation of Achuvely Industrial Zone; • 1260 computers and 218 printers distributed to about 600 schools of Eastern Province

Overview of India’s development cooperation with Sri Lanka • Phase III: Reconstruction and development assistance (including transport infrastructure) • Reconstruction of Northern Railway Lines (expected to be completed by December 2013, • Southern Railway post-tsunami reconstruction project completed ahead of schedule in April 2012, • 5 rail bus units supplied to improve connectivity and enable affordable means of travel between Batticaloa and Trincomalee, • Rehabilitation of Palaly Airport, • Removal of wrecks from Kankesanthurai Harbour completed

Overview of India’s development cooperation with Sri Lanka Salient features of India’s development assistance: • Consultative approach based on needs felt and priorities set by host government; • Cooperative approach in implementation working together with agencies of GoSL; • Assistance has multi-sectoral and has been extended in a phased and timely manner based on requirements on the ground; • Direct implementation through the High Commission with minimum overheads; • Focus on smaller projects too at grassroots level through Small Development Project (SDP) scheme; • By and large on schedule, some projects well ahead of schedule

The Emergency Hospital was set up at a cost of INR 3.3 crore The Hospital functioned from March to September 2009 Hospital was first set up at Pulmoddai and then slowly shifted to Menik Farm to assist IDPs Hospital conducted 3,000 surgeries and treated about 50,000 patients. Emergency Hospital DAY CARE DISPENSARY

10. Family Packs GOI supplied 2.6 lakh family packs to IDPs who were displaced during the last phase of the conflict between April to October 2009 Project was implemented at a cost of USD 8 million

11. India supplied 10,400 MT of Galvanized Iron corrugated sheets between August 2009 to May 2011 Twelve sheets were supplied for one IDP family which benefitted 95,000 families to get immediate shelter immediately after the end of the conflict Shelter Material for IDPs (Cost – 50 crore)

12. Supply of Cement Bags GOI supplied 4 lakh cement bags to (20,000 MT) IDPs to assist them to construct temporary shelters Project was implemented at a cost of INR 8.30 crore 8 Cement bags were distributed to each IDP family benefitting 95,000 families

13. Demining – Core of Resettlement(70 million sq m area cleared of mines) GOI sent seven demining teams from India to demine the residential areas to pave way for resettlement – Ex-servicemen NGOs Sarvatra and Horizon were engaged for the Project , implemented at a cost of INR 40 crore

14. Agriculture Revival 95,000 packs of agricultural implements (including 48,500 kg of HYV seeds) distributed to returning IDPs at a cost of INR USD 2 million to help them revive farming

15. Distribution of 500 Tractors in NP (Cost –INR 25 crore) Tractors are put to use by farmers of the Northern Province through Agro centres; Farmers use these tractors to revive their agriculture which is the primary occupation of the population

16. IDPs in Vaharai of Eastern Province Supply of boats with outboard motors, fishing nets, cold storage rooms, freezer trucks etc at a cost of USD 1 million. IDPs in Mannar of Northern Province GOI will be supplying boats with outboard motors, fishing nets, etc at a cost of INR 2.9 crore later this month (October 12) Supply of fishing boats, equipment, nets, etc. (To assist IDP fishermen) Fishing Boats and Nets

17. Setting up of Fish net Factory at Jaffna (Cost INR 6.33 crore) • Project is to assist the fishermen of Northern Province to meet their demands for fishing nets • GOI will be supplying four fishnet manufacturing and fishnet stretching machines, dye plant, water purifying system, fishnet twines etc, as part of the Project • Tenders have already been invited and the equipment will be handed over later this year

GOI implemented a Project to fit JAIPUR FOOT (Calipers and Crutches) to war victims who lost their limbs at a cost of INR 1.37 crore Two camps one in Menik Farm (2010) and in Jaffna (2011) was conducted Project benefitted 2,563 victims who lost their limbs giving them a new life and dignity Artificial Limb Refitment

19. Indian Housing Project (To construct 50,000 Houses)Implemented at a cost of USD 270 million in three Phases Phase I – Pilot Project 1,000 Houses constructed for IDPS (250 in Mullaiteevu, 250 in Kilinochchi, 175 in Mannar, 175 in Jaffna and 150 in Vavuniya) – All houses handed over to beneficiaries 550 sq ft plinth area with a detached toilet Land provided by GoSL (except in Jaffna district)

20. Second Phase of the Housing Project • 43,000 houses to be constructed under owner-driven model (38,000 new constructions + 5000 repairs) • Northern Province will get 35,000 new constructions + 4,000 repairs • Eastern Province will get 3,000 new constructions + 1,000 repairs • Project to be launched on 2 October 12 expected to be completed in three years • GOI will provide SLR 5,50,000 for new construction (to be released in 4 stages) & SLR 2,50,000 for repairs (to be released in 3 stages) • Funds will be transferred into bank accounts of the beneficiaries by HCI • UN-Habitat, NHDA, IFRC and Habitat for Humanity will facilitate in the implementation of the Project • Project Steering Committee co-chaired by HC and Min of Eco. Dev. constituted to guide the implementation of the project

21. Third Phase of the Housing Project • 6,000 Houses to be constructed under Agency-driven model (1000 houses in Northern Province; 1,000 in Eastern Province and 4,000 in Central / Uva Province • Project implemented for the most vulnerable sections of the society • RFP issued for selection of Indian consultant for construction of 4,000 houses in Central / Uva Provinces @ 2,000 houses each year • Once consultant is identified, contractor will be selected through tenders

22. Distribution of 10,000 bicycles to IDPs of Northern Province Project implemented at a cost of INR 2.78 crore Till date, 7000 bicycles have been distributed to IDPs

23. Trishaws for war widows 15 war widows from Batticaloa and Ampara districts of Eastern Province supplied with Trishaws to assist in their livelihood – GOI facilitated their training

24. SEWA Project in Eastern Province To Ensure Sustainable Livelihood for Destitute women of Eastern Province of Sri Lanka, GOI is implementing a Project at a cost of INR 8.25 crore – Under the Project 40 Master Trainers and 800 Grass root Trainers will be trained in seven vocational Trades who in turn will train other women to assist in their livelihood

25. Atchchuvely Industrial Zone GOI is setting up an Industrial Zone at Atchchuvely in Jaffna at an estimated cost of SLR 250 million (INR 10.5 crore) by way of erecting fences, laying internal roads, constructing security infrastructure, fire protection, power supply & erecting street lamps, sewerage plant etc. The Industrial Zone will be set up in an area of 25 acres to promote industrial development, generate employment and improve the economy of the region through market forces (demand & supply) The Industrial Zone is expected to be completed by July 2013 – About 53 industries are expected to be set up in the first phase

26. Renovation of 79 schools 79 schools from Mullaiteevu, Kilinochchi and Vavuniya which were damaged during the final phase of the conflict were renovated at a cost of INR 7.7 crore – Project was completed in July 2012

27. Scholarships to Students GOI offers scholarships to Indian students to pursue higher education in Sri Lanka and in India Every year, 500 scholarships are offered to students for higher studies in different subjects like Medicine, Engineering, Arts & Science GOI has scaled up the scholarships to SLR 2.5 billion over the next three years Scholarships have helped the students of Tamil origin and other communities

28. Siddha Faculty at Trincomalee Medical & lab Equipment, chemicals, furniture, books and vehicles were supplied to set up the Siddha Faculty at Trincomalee at a cost of INR 4.4 crore

29. Palmyrah Research Institute, Jaffna Medical & lab Equipment, chemicals, furniture, books and vehicles were supplied to set up the Palmyrah Research Institute at Jaffna at a cost of INR 2.9 crore The Project will assist in the growth of Palmyrah based industry

30. Distribution of Medical Equipment to Government Hospitals GOI supplied High valued critical medical equipment to the District Hospitals at Jaffna, Kilinochchi and Mullaiteevu to help the general public avail of the best medical care Project was implemented at a cost of INR 9.58 crore

31. 150- Bed Hospital at Dickoya GOI is constructing a full fledged 150 bed Base Hospital at Dickoya, Hatton at a cost of INR 48 crore – The Project will take care of the medical needs of the public, particularly the estate people of Central Province

32. Distribution of Computers to rural schools of Eastern Province 1260 computers and 218 printers were distributed to about 600 schools of Eastern Province to assist rural students in Information Technology Project was implemented at a cost of INR 6.50 crore

33. Nenashalas 40 Nenasalas (E-learning centres) were set up in rural areas at a cost of INR 1.25 crore Project was aimed to expand the benefits of IT in rural areas Each Nenasala was provided with 5 computers, 5 UPS, 1 printer, 1 fax machine, 1 photocopier, 1 scanner and network facility

34. 110 buses gifted by India to various institutions Project was implemented at a cost of INR 6.12 crore Project has benefitted school students and plantation workers Supply of Buses to Eastern / Northern /Central Provinces Buses to Eastern Province

35. Establishment of Centre of English Language and Training, Peradeniya • Digital language laboratory set up at the Centre of English Language and Training (CELT) at Peradeniya in Central Province • Government of India will be setting up nine CELTs in each of the nine provinces of Sri Lanka • English and Foreign Language University (EFLU), Hyderabad provided training to Teachers in Sri Lanka Signing of the MoU on CELT

36. Vocational Training – Setting up of VTCs at a cost of INR 25 crore GOI provided Tamil teachers for the VTC at Hatton to train students in different trades; VTCs at Puttalam, Batticaloa and Nuwara Eliya have been set up with GOI assistance • Support was given for different trades like :- Machine shop, Computerized Numerical Control, Information Technology Lab, Electronics Lab, Domestic and Industrial Electrician Lab, Refrigeration and Air-conditioning, Automobile ,Outboard mechanic, Tractor mechanic, Three wheeler and two wheeler mechanic • On-Job-Training provided to Trainers / Teachers VOCATIONAL TRAINING CENTRE AT PUTALLAM

37. Jaffna Cultural CentreDesign selected through a National Design Competition GOI will be constructing a Cultural Centre at Jaffna at an estimated cost of about INR 50 crore – to provide suitable social infrastructure for the people of Jaffna Center will comprise a theatre style auditorium (with projection facilities) , multi media library with online research facility, gallery, museum, instructional wing etc.

38. Transport Infrastructure - Railway Project (LOC – USD 967.4 million)

39. Southern Railway Project(USD 167.4 crore) • Envisaged as post-tsunami reconstruction; • LoC Agreement of $100 million signed in July 2008 and for $67.4 million signed in March 2010; • Project completed ahead of schedule in April 2012 • Project implemented in phases: • track laying on the Kalutara-Galle (76 km) and Galle-Matara sector (42 km) by IRCON; • supply of rolling stock by RITES; • Training to SLR personnel and setting up of a maintenance facility.

Northern Railway Project (USD 800 million LOC) • Omanthai-Pallai (90.50 km) • Madhu-Talaimannar (63 km) • Medawachchiya-Madhu (43 km) • Pallai-KKS (56 km) • Construction of Signaling and Telecommunications Network (42 km) • Contract for the above projects signed between Jan 2010 and Aug 2011) • Northern Railway Project expected to be completed by December 2013

43. To improve connectivity and enable affordable means of travel between Batticaloa and Trincomalee 5 rail-bus units that run on existing rail tracks were gifted by GOI Project was impelmented at a cost of INR 3 crore RAIL BUS PROJECT Rail Buses at Batticaloa Inauguration Ceremony of Rail buses

44. Removal of 10 wrecks at Kankesanthurai Harbour Cost – USD 19.5 million Situated at the northern tip of Sri Lanka. Only commercial harbour in entire Northern Province of Sri Lanka. Badly damaged in tsunami and by Cyclone Nisha in 2009. All wrecks in and around harbour removed. Project implemented in six stages and completed in January 2012 DPR for development of Port being finalized

45. Rehabilitation of Palaly Airport , Jaffna GOI had rehabilitated 950 m runway and construction of 75 m ramp at a cost of INR 18.14 crore Situated at the northern-most tip of Sri Lanka. Provides only airlink to Jaffna from rest of Sri Lanka. Runway constructed during World War II. Last resurfaced in 1972. Proposal to assist GoSL in rehabilitation of Palaly airfield and its utilization as a domestic/regional airport.
