  3. BRIEF TEA HISTORY • 1987 – AASHTO BAMS meeting where several estimators expressed a desire to hold a workshop to discuss estimation issues • 1988 – Columbus, Ohio – Jeff Hisem • 1989 – Santa Fe, New Mexico – Luis Alba • 1991 – Austin, Texas – Wayne Dennis • 1992 – Vail, Colorado – Earl Huff

  4. BRIEF TEA HISTORY • 1993 - West Palm Beach, Florida – Mike Thornal * Significant – George Bradfield first appeared on the scene • 1994 – Columbus, Ohio – Ron Bauer • 1995 – Mobile, Alabama – Lamar Woodham, Jr. * Significant – (1) The Great Kahuna Award established

BRIEF TEA HISTORY * Significant – (2) Workshop attendees decided to establish an “Estimating Organizational Committee” for formal recognition of a cost estimation association • 1996 - Oklahoma City, Oklahoma – Joe James * Significant – Committee recommended establishment of the Transportation Estimators’ Association and adopted constitution and bylaws.

  7. BRIEF TEA HISTORY • 1997 - Portland, Oregon – Eileen Phalen * Significant – First TEA meeting held Conclusion: 8 years of Cost Estimation Workshops 8th year for TEA

  8. AASHTO RECOGNITION There was a basic core group that always supported the effort to get recognized by AASHTO.

Three key individuals of this core group played important parts: • Jeff Hisem – Ohio Estimators had the Rodney Dangerfield syndrome. • James Haefele – Wyoming • George Bradfield – Georgia

  10. AASHTO RECOGNITION Today – Technical Committee on Cost Estimating under the Highway Subcommittee on Design (SCOD) of AASHTO’s Standing Committee on Highways (SCOH) i.e., We are the TCCE of the SCOD of the SCOH. And that’s a true story!

  11. AASHTO RECOGNITION 2003 – Burlington, Vermont – First meeting of the Technical Committee on Cost Estimating – Mike Fowler 2004 – Mobile, Alabama – Second meeting held – October 7 & 8
