1. Overview • Requirements of Directive 2006/123/EC • Article 6 PSC for “all procedures and formalities needed” by the service provider • Article 7 Providing all relevant information • Article 7.3 Information and assistance “are easily accessible at a distance and by electronic means” • Article 8 MS shall ensure that “all procedures and formalities relating to access to a service activity and to the exercise thereof may be easily completed, at a distance and by electronic means” • Transposition measures through the Modernisation of the economy Act (Loi de Modernisation de l’Economie – LME) adopted on August 4, 2008 • Partnership agreement for the establishment of the Points of Single Contact signed on May 27, 2009
2. The « physical » network of CFEs • About 1800 CFEs welcoming entrepreneurs in France • A system based on the 7 networks of different entities • Competence of the various entities based on a combination of several criteria : location of the business, sector of activity and legal status of the company
3. PSC online • A website available as from the 1st of January 2010: www.guichet-entreprises.fr • A partnership with all CFEs networks, with the support of the French Business start-up Agency and of the National Institute for Industrial Property • A one-stop shop for completion of formalities

Volumetry: Projected website use for 2010 • All CFEs transmit information on registration of new companies to the National Institute of statistics and economic studies (INSEE) • According to INSEE data: - 325 739 registrations in 2007 - 331 736 registrations in 2008 • Expectations : 20% of registrations through the Points of Single Contact website by the end of 2010 • Equivalent to 200 files completed per day on average • Based on the past experience, we expect an average of 15 000 visitors a day (with expected peaks at 50 000 visitors a day)
