MARV: National monitoring systems • Report* on the implementation of LULUCF Guidance and AFOLU Guidelines in non-Annex I Countries to meet UNFCCC reporting requirements and principles: • Inventories should be transparent, consistent, comparable, complete and accurate • + • principle of conservativeness *To be delivered by Copenhagen 2009 and complementary to Gofc-Gold REDD Sourcebook on national monitoring systems
MARV: National monitoring systems • Guidelines* on National Forest Inventory to assess carbon stock and carbon stock changes: • compliance with IPCC AFOLU 2006 Guidelines • analysis on sampling design • analysis on plot design • identifying and quantifying uncertainties • operational implementation (e.g. continuous NFI) • etc… *To be delivered by Copenhagen 2009
On NFI Sampling design • Stratification increases efficiency in two main ways: • by improving the accuracy of the estimate for the entire population; • by ensuring that adequate results are obtained for certain subpopulations, e.g., for certain forest types. (IPCC GPG) • Generally (but this will highly depend on national circumstances) forest land will be further stratified on the basis of biophysical characteristics and land-use practices in order to create more homogeneous spatial units and the intensity of field plots within a stratum will be fixed in relation to a chosen probability level and allowable sampling error (e.g. Malaysia).

MARV: training • Series of technical workshops (e.g. Forest and GHGs Inventory, forest area assessment, SFM, REL & RL, etc.) in collaboration with CfRN, GTZ, GEF, WB, INPE, ICFRE, etc. • FAO in house capacity (e.g. FRA, FRA-RSS, NFMA, etc) • Collaboration with Brazilian INPE on RS (Prodes, Deter, Detex, Degrad, TerraAmazon) • Collaboration with INDIAN Council of Forestry Research and Education (ICFRE) on RS and forest inventory ? • GHGs national inventory with EPA, GTZ, EC, etc..
MARV: Independent review system • Institution of joint Roster of Expert under UN-REDD and FCPF • Support to UNFCCC Roster of Expert (new experts from FAO) • Independent review of each country REDD national monitoring and reporting systems
