Program Goals • Assess the potential for munitions constituents (MC) to migrate off operational ranges and identify potential impacts on human health and the environment • Provide information for Range Management Plans • Enhance Service’s stewardship and outreach programs, and • Assist Senior leadership decision making with the ultimate goal to improve sustainable range management
Primary Program Drivers • DODD 4715.11 • DODI 4715.14 • OSD Policy on Required Actions Related to Perchlorate ( 26 Jan 2006)
REVA Covers • All operational range areas including • target/impact areas • firing points • small arms ranges • other training and maneuver areas using military munitions • Training and maneuver areas currently not using military munitions • areas with historic munitions use • Collecting data on water ranges
REVA Structure • Conceptual Site Model • MC Loading estimates • Qualitative/Quantitative modeling (where applicable) • Groundwater • Surface water • Analysis and recommendations • Sampling as necessary, (driven by modeling results)
REVA Process Details Conceptual Site Model/Data Quality Objectives (CSM/DQO) • Assessment of environmental conditions on all operational ranges and training areas • Use readily available existing data to develop CSM • Identify data gaps • Collect data for fate and transport modeling • number & size of operational ranges, range use, military munitions use (type and quantity), land use controls, lease agreements or restrictions, etc • topographic data, hydrogeologic data, vegetative cover, soil density, ground water flow direction and velocity, etc • Selected widely acceptable fate and transport models • Qualitative/quantitative modeling, as appropriate • Receptor and pathway information
REVA Process Details (continued) Munitions Constituents • Initial MC modeling list: • TNT, RDX, HMX, perchlorate • Degradation products • Lead • Modify using the following criteria: • Munitions expenditure data (type and quantity) • Current and historical range use • Frequency of use • Other (e.g., emergent chemicals)
REVA Program Status • Baseline assessments are centrally funded and managed by HQMC • Program initiated in FY2004 • Developing User’s Guide • Completion date by November 2006 • Selected MC fate and transport models • Developed tools, procedures and templates for • Data collection Modeling and analysis • Report template • Conducted sensitivity analysis on fate and transport models • All USMC operational range assessments will be initiated by 2008
Way Forward • Finalize REVA User’s Guide • Continue working with OSD and other Services on outreach • National • Regional • Local
REVA Initiation Schedule • FY05 – 3 range complexes • FY06 – 5 range complexes • FY07 – 4 range complexes • FY08 – Overseas • Totaling ~254 operational ranges
