Overview of the NASA SEB Process – with some comparisons to the AMCOM Process June 10.2014
Objective of the Overview • Familiarize you with the process generally from NASA standpoint • Focus is on the Marshall Space Flight Center • We will walk through the various stages of an SEB • Ask questions as I go along
Application of the SEB Process • Procurements of $50 million or more • Headquarters selection vs. Field Center selection • Master Buy Plan • Procurement Strategy Meeting • Considerations • Program Hardware actions are typically HQ selection • Support Services Contracts typically Field Center selection • Consider expertise of the procuring Center • Prior protests • Hybrid approach – delegate RFP release but reserve selection • Where source selection occurs does not really impact procurement except schedule – it takes a little longer • MSFC utilizes same process for Source Evaluation Committees
NASA SEB - Flow of Major Events SEB appointed And Procurement Strategy approved Initial SEB official meeting; Milestones & staffing plans set SOW and Requirements Documents reviewed SEB Risk Assessment Performed Draft RFP finalized (concentration on Sections L & M) Evaluation Plan & IGCE developed Draft RFP approved & released and Industry Briefing Held RFP & Evaluation Plan approved RFP issued and pre-proposal conference held (optional) Proposals received & processed in accordance with the Evaluation Plan Initial evaluations conducted; any unacceptable proposals eliminated Briefing to the SSA - Award on Initials/ Competitive range determination See Next Chart
NASA SEB - Flow of Major Events(continued) Discussions held with all offerors in the competitive range Discussions concluded & FPRs requested FPR’s received FPRs evaluated SEB Final Briefing prepared SSA briefed SSA makes decision; provides selection rationale External notifications made Selection statement signed Contract awarded & offerors notified Debriefings Conducted SEB transfers or safeguards all documentation & formally disbands

Cost/Price Factor • Importance of factor varies by each procurement • Cost evaluation is a Line-by-line analysis. Analysis is baselined from the Independent Government Cost Estimate (IGCE) which is developed from the SOW and WBS prior to RFP release • Probable Cost Developed using Offerors proposed operational concept and IGCE (as a yardstick) • Identification of differences in proposed business methods, operating procedures, and practices as they affect cost • Not numerically or adjectivally scored although an overall cost confidence level (high, medium or low likelihood of the Offeror being able to perform at the Probable Cost value) is assessed NFS 1815.305
Independent Government Cost Estimate (IGCE) • The IGCE is a cost estimate prepared in response to the SOW & WBS and is one representative approach to accomplishing the contract: • Based on a set of pricing assumptions • Consist of a staffing and resource estimate at the WBS level at which the SEB intends to evaluate cost proposals • Rates are developed to price the IGCE • The IGCE is crucial as it will be used as a yardstick to evaluate offeror cost proposals • The SEB takes full “ownership” of the IGCE
