(Any size)2) Confinement Feeding Operations: includes operations under roof: beef, swine, poultry etc must have a MMP-manure management plan. (if greater than 500 AU)3) Open Feedlots: Must apply for an NPDES permit under CAFO rules: must have a NMP- nutrient management plan. (If greater than 1000 AU)

Nutrient Management Plans(NMPS) • For existing permitted CAFOs –NMPs are due to DNR by July 31, 2007 • All feedlots over 1,000 a.u. needs a NMP • DNR has 60 days to approve or disapprove NMP’s • Requires Public Notice for Public Comment
Nutrient Management Plans Requirements: • P-Index be calculated on each field. • RUSLE-2 soil loss be run on each field. • Each field have a current soil samples on a minimum of 10 acre grids.
Nutrient Management Plans Nitrogen rates • Use county averages or documented yields to determine N requirements of the crop. • Manure rates limited by Plant available nitrogen content. • Can use Spring Nitrate tests and ‘ISNT’ to ‘modify’ the ‘planned’ nitrogen rate if soil tests indicate need.
Nutrient Management Plans Phosphorus rates • P-index, if high, could limit manure rates. • Based on P removal rates • Can apply a multiple year rate
Public Notice • The owner of the open feedlot shall publish notice for public comment in a newspaper with general circulation in county where the open feedlot operation is or is proposed to be and in the county where manure, process wastewater, or open feedlot effluent may be applied.
Updating Your NMP • Changes to the plan must be documented prior to implementation in the field and the documented changes must be kept on site with the NMP
Recordkeeping • Records must be kept for 5 years following the year of application (or for the length of rotation – whichever is greater?) • Must be made available to DNR upon request
