Market Perspective of Broadband Wireless (cont.) • * Some China’s prediction data showing that 3G operation revenue about 1000 B RMB in 6years since the operating, system equipment revenue about 590 B RMB and terminal revenue about 400 B RMB • @ Therefore , considering China’s mobile market size near about 1/5~1/8 of global size , and the 3G Evolution market size more than the pure 3G market size , also put the manufacturing , operation and value added service together , obviously , the China’s 3G Evolution market size will be hopeful up to several 1000 B RMB to 10000 B RMB or beyond • * The market size of 3.5GHz MMDS after 3 time biddingwould be near about 10~15 b RMB , plus LMDS the BFWA market size would be several 10 B RMB • * For the WLAN market , some prediction data shown that the average annu. growth rate would be about 30% global based next 5 ears ;and the Asia region is the next wave hot region of WLAN growth , the growth rate from 2004 to 2005 would be about 50%. Frequency Planning of Broadband Wireless • For whole 3G and broadband wireless evolution it is much more important to have the frequency planning of an ahead of relevant spectrum resource supporting , and the network planning / implementation optimization with directly amplifying repeater supporting , etc. • Frequency Planning • * Complete modifications for the China‘s radio frequency allocation regulations from version 82 to new version 2000 connected to the latest version of Radio Regulation and the development of WRC-2000, it’s the legal basis and framework of detailed frequency planning • * Frequency planning for the new generation- mobile communications -----4 levels • @ 3G Mobile FP considerations for both core band and additional band , as well as FDD (120+60+170=350MHz) and TDD (55+100= 155MHz) , closely combined with the China’s real situation • * The frequency planning for the new generation-wideband/ broadband wireless access -----6 main aspects , especially for the frequency planning of 2.4GHz , 3.5GHz, 5.8GHz and 26GHz bands following the market orientation • CRM/3G’2004/PP/6-

Frequency Planning of Broadband Wireless (cont.) • # 3.5GHz band MMDS F P and 3 times bidding procedures • % For 5 GHz band , 5250~5350 MHz, additional 100 MHz FWA frequency allocation planned in ITU 3rd region from WRC-2003 , in Geneva • * For WLAN , the basic frequency planning in China is in 2.4 and 5.8 GHz bands, the following planning would be in 5GHz band referring to the WRC-2003 R(W)LAN planning development with 455MHz BW in 5 GHz band as mentioned above . • Some detailed frequency planning results and considerations for BB wireless are as follows----- • A. For mobile communications of 3G evolution • a. Frequency planning considerations for the IMT-2000 core frequency band • First actively cleaning the FDD band 1920-1980MHz/ 2110-2170 MHz band as mentioned above ; 2010-2025 MHz for IMT-2000 TDD testing ; also at proper time to transit the band 1900-1920 MHz as 3G TDD applications ; 1980-2010 MHz / 2170-2200 MHz band for IMT-2000 MSS applications • CRM/3G’2004/PP/7-

Doing the technical testing , in principle to support the ITU-R conclusions , it can use the bands , such as 1885-1980 MHz, 2010-2050 MHz and 2110-2170 MHz for IMT-2000in high altitude base-station applicationsfor supporting the 3G evolution . • b. Frequency planning considerations for the IMT-2000 additional frequency bands • Prediction data showing that China would need about 210 MHz 3G additional bandwidth . We will follow WRC-2000 conclusions to use total 4 frequency blocks additional for IMT-2000 applications , i.e., 806-960 MHz, 1710-1885MHz, 2500-2690 MHz and 2300-2400 MHz , plus the possible HAPS application bands for 3G and or 3G+/4G terrestrial services; • 5 additional frequency blocks 1524-1544MHz, 1545-1559MHz , 1610-1626.5 MHz ,1646.5-1660.5 MHz and 2483.5-2500 MHz for IMT-2000 MSS , attached the further coordination with other services , including RDSS. • CRM/3G’2004/PP/8-

Frequency Planning of Broadband Wireless (cont.) • @ The China’s 3G basic frequency planning result for both FDD and TDD complementary , reasonable and healthy development in the core band, its neighbouring band and the partial additional bands ------55+100=155MHz for TDD , 120+60 =180 MHz plus 170 MHz of 800/900/ 1800MHz 2G/2.5G naturally evolution band, total 350 MHz for FDD . Frequency planning considerations for the band 450-806 MHz of IMT-2000 evolution possibility and further forward evolution 3G+ /4G bands <6-8GHz for future 3G+ /4G applications • Look attentively at the 450-806 MHz band for the new development of the IMT-2000 service interest and the bands <6~8 GHz for the possible 3G+/4G application , for which it would be need about totally 1.5-2GHz bandwidth with very nice mobile operation propagation condition ; • d. Frequency planning considerations for new generation-mobile communications at the high frequency bands • Except the bands 5.3, 5.8, 10-16GHz , important high frequency bands for MBS would be 19.485-19.563, 39.5-40.5, 42.5-43.2 and 59-64GHz , etc. • CRM/3G’2004/PP/9-

Frequency Planning of Broadband Wireless (cont.) • Typical General UMTS GRAN/BRAN ACTS MBS projects such as MWAND , AWACS ,SAMBA and MEDIA , at bit rate STM-1 155Mbit/s or more with mobile coverage about several 10 to 200 m • # For 5 GHz band (5150~5250, 5250~5350 , 5470~5725 MHz ) , total 455MHz R(W)LAN additional frequency allocation from WRC-2003 • Following ITU-T/R and 3GPPx, as well as IEEE 802.xy , including 802.20x/21x , doing the frequency planning every effort for the 3G evolution 2.5G+ /3G / 3G+ / 4G……. • B. For FWA • a. TDD and FDD for 400MHz and 450MHz band bands • b. TDD for 1800MHz band • c. TDD for 1900~1920 MHz band • d . 1880~1900/1960~1980MHz band FDD FWA processing for 3G • e. Frequency Planning of Broadband Wireless (cont.) • C.For WLAN • *2.4 GHz and 5.8GHz band planned and future planning in 5GHz band • @ Importance of the Frequency Planning and Network Optimization for Maximum usage of 2G/2.5 G and 3G Evolution towards NGN • # Network Planning / Implementation Optimization • * For fully using 2G/2.5G and 3G evolution with high spectrum utilization efficiency , the network planning/ implementation optimization is more and more important continuously , supported by the excellent cost/ performance RF modules and components , including MHA(Mast Head Amplifier ), MHB (MH Booster) , BBA (Base-station Booster Amplifier) , WBA( Wide Band Combiner) , DVGA (Dual Duplexer Filter with LNA ),SSA (Shaped Sector-Antenna ) … etc. • * The network optimization work would be more and more complex and difficult for some new networks with new system architecture and smaller and smaller cell structure , such as GSM/GPRS, CDMA , PHS /PAS/PCS , W CDMA/ cdma 2000 , MBS , etc. • % From optimization architecture viewpoints it would be better to developthe distributed intelligent base-station system / network architecture with technology innovation • CRM/3G’2004/PP/11-

Author Profile • Professor Chen Ruming is the Vice Chairman of MII Communications Science& Technology Commission and the former Deputy Director Genera1 of Radio Regulatory Department of MII, Principal Senior (first tier Professor-level) Engineer, part-time Professor at Zhejiang University, Tsinghua University, Peking University, Fe11ow at China Institute of Communications and China Institute of Electronics, editorial committee member of some famous journa1s home and abroad, Chairman of China Radio Frequency Planning Expert Advisory committee, executive director of some famous institutes or societies, former Chief Engineer of the Fourth Research Institute of the former MPT and former State Radio Regulatory Commission , Senior Research Scho1ar at Stanford University in USA , and China Governor to INTELSAT. The author has won many first to third prizes of science at State and Ministerial levels,and enjoyed the special State- whole life allowance since 1991 with his outstanding R & D contribution . His specia1ties cover digital microwave radio , satellite communications, mobile communications, persona1 communications, signal design, adaptive signa1 processing and statistica1 detection, coding and coded modulation , interference analysis coordination and frequency p1anning, spectrum management.
