The Conference Conference held at WIHD May 20th 2010. The goals of the full day conference were to create a community of practice regarding options and techniques to increase housing resources for persons with disabilities, and to work with local policy makers toward this end. The Takeaway. • There is a high degree of support from all of the constituents for implementing new housing solutions for people with I/DD • Future dialogue between consumers, their families, provider agencies, advocates and supporters, and the State and County should be conducted in a more open transparent atmosphere of mutual responsibility. • There are existing options that we are under utilizing. Practice – All constituents • Require Transparency on costs and practices at every level. • Access existing Affordable Housing programs • Use the Banking and Community Development Corporation system • Highlight IDEA compliance for all students • Link Agencies – increase cross agency collaboration • Create a Community of Practice on Housing. Practice – Individuals & Families • Increase Family and Individual education on all aspects of housing issues. • Include individuals and families in long term planning for housing and supports in NYS. • Implement Person Centered Planning. • Replace the DDSO /DCMH gatekeeper relationship with partnership. • Allow for RISK Housing Conference 2010
Practice – The State & County • Reduce Paperwork, particularly for micro settings • Divert resources to ISS • Re-Align risk and financial incentives towards independence and away from dependence. • Incentivize provider agencies to move to smaller settings • Examine best practices in other states Housing Conference 2010
Practice. - Providers • Promote Professional Development for Direct Service Providers (DSPs). • Embrace transparency. • Listen to what consumers want, act on it. • Rethink the role of the agency. • Years of ADL skills work – how to measure the outcomes. Housing Conference 2010
Conference Outcome • By creating a community of Practice that will include all of the constituents involved in the creation and use of Long Term Support services in Westchester County, we will broaden the knowledge and interaction between them. • This will open the door to more alternatives for people with I/DD, provide them with more sustainable and personally directed support, and reduce costs. Recommendations • DDSO & DCMH, Consumers, Advocates, Providers, Public and Private housing agencies, Public and Private Long Term support providers design a plan for Westchester County, addressing current and future needs and options. Housing Conference 2010
Next Steps Creating a Community of Practice • WIHD will host a Community of Practice comprised initially of conference attendees and participants, including local representatives and their staff. • The CoP will produce six one hour webinars annually, available live and on the site, reviewing different housing options, including options used in other states. • The site will include a roadmap for consumers and their families to examine housing options • . Next Steps Creating a Community of Practice • Provide links to all of the major constituents in the County, including provider agencies and other options. • Promote transparency on housing costs and benefits. • Support the Development of a County wide forum for increasing housing options.
