Project Delivery Options • Several Project Delivery options are currently available: • Design-Build (DB): Design and Build are tendered together based on a preliminary design • Design-Bid-Build (DBB): Predominant highway delivery method, where Build is tendered based on a complete design. • Design-Build-Finance (DBF): the responsibility for completing design and construction is transferred to the private sector contractor, who is also responsible for raising private financing to fund construction. • Design-Build-Finance-Operate-Maintain (DBFOM): a private concessionaire is responsible for completing design and construction, raising private finance to fund construction of the project assets, and retaining long-term responsibility for operating and maintaining the facility. Payment deductions are applied for poor performance of the asset during the concession period.

P3: Main characteristics • A Public Private Partnership (P3) defines a long-term performance based contract between public agency and a private partner to deliver public infrastructure. • Several of the key elements inherent to this approach are as follows: • Long-term contract between public and private sector • It changes the risk profile of the public sector • Accelerates infrastructure projects deemed impractical under traditional funding • Well developed international tool • Private sector provides design, construction, financing and operations of a Public Infrastructure

P3: Advantages It provides some significant advantages over other approaches • Value for money over project life cycle • Optimum Risk Transfer • Increases public liquidity, attract international investment and decreases reliance on traditional funding • Level of Operations and Maintenance Service • Improves accountability • Allows public focus on core functions • Introduces Innovation and efficiency

P3: Advantages Schedule and Cost certainty is one of the most significant advantages, as the lenders would have their own due diligence process in place in order to ensure that construction milestones are certified and payments made on schedule by the Project Sponsors. ITS within the MLSP • Georgia Department of Transportation’s (GDOT’s) Managed Lane System Plan (MLSP) that began in January 2007 sets an impressive plan for bringing Managed Lanes to Atlanta. • The MLSP is the first comprehensive system-wide evaluation of urban area Managed Lanes performed in the United States. • The Managed Lanes system for metro Atlanta has the potential to be bigger and bolder than any other Managed Lanes system in the country. • Operating Managed Lanes in a urban environment highlights not only the importance of the ITS function but it especially underlines the necessity to integrate the different ITS applications

ITS within the MLSP • The scope of both Public and the Private partners when delivering, integrating, operating and maintaining the ITS system can be very diverse, but it needs to be aligned to the risk profile of each of the parties. • The risk profile is defined as the effect of uncertainty on being able to meet the obligations of each of the parties. • The risk profile should be based on the following assumptions: • No party shall be required to assume a risk which is directly or indirectly related to the performance of the other party • Risk should be borne by the party best placed to manage that risk • Private Capital will focus on ensuring that the split of risks between Government and the Private sector are fair and equitable

I-595 Corridor Roadway Improvement Project • The project takes place in central Broward County, Florida and consists of the reconstruction, addition of auxiliary lanes and resurfacing of the I-595 mainline, and a new reversible Managed Lanes system in the I-595 median. • The project limits extend for 10.5 miles, and have a design and construction cost of approximately $1.2 billion. • The project improvements will be implemented as part of a public private partnership (P3) with I-595 Express, LLC, who was awarded the contract to serve as the Concessionaire to design, build, finance, operate and maintain (DBFOM) the project for a 35 year term

I-595 Corridor Roadway Improvement Project Major improvements are proposed for the mainline interchanges to eliminate friction in the outer lanes caused by merge, diverge and weaving segments along the mainline.  This will be accomplished by providing auxiliary lanes, continuous collector-distributor roadways, and braided ramps

I-595 ITS Requirements • The Concessionaire shall assume the responsibilities of all of the existing ITS operations on I-595 corridor within the Project Limits from the date of NTP-2 • The ITS operations shall include, but not be limited to, the Concessionaire’s I-595 TMC operations located at the SMART SunGuide TMC, the Road Ranger Service Patrols, the Severe Incident Response Vehicles (SIRV) and the Broward County Freeway Traffic Incident Management (TIM) Team.

  15. I-595 ITS Requirements • When it is no longer feasible to operate the existing I-595 ITS infrastructure due to the impacts from the Design Work and Construction Work, the Concessionaire shall deploy a portable work zone and wireless communication based Interim Traffic Management System (ITMS) during the construction.
