DEFINITION OF TERMS Insurgency – a form of rebellion in which a dissident faction instigates the commission of acts of civil disobedience, sabotage, and terrorism. Internal Security - is the act of keeping peace within the borders of a sovereign state or other self-governing territories. Internal Security Operations (ISO) - activities designed to preserve internal security against insurgents, secessionist and terrorist.
B A C K G R O U N D • RA 6975 (DILG Act of 1990) - mandated the DILG with the PRIMARY ROLE of preserving Internal Security Operations (ISO). • RA 8551 (The PNP Reform Act of 1998) - transferred the LEAD ROLE in preserving internal security from DILG to AFP. • EO 546 - mandated the PNP to undertake ACTIVE SUPPORT role to the AFP in ISO.

ROLE OF THE PNP IN ISO • Executive Order No. 546 - mandates the PNP to undertake ACTIVE SUPPORT role to the AFP in ISO. LEAD ROLE ACTIVE SUPPORT ROLE
JIRR TO EO NO. 546 • The PNP shall continue its regular law enforcement functions. • PNP units may either operate as part of a joint AFP-PNP force or as a single force. • The PNP SAF shall be deployed where and when the prevailing situation so deems it necessary.
SHIFT IN STRATEGY • Shift in strategy from security operation to law enforcement. • The strategy requires integrated law enforcement operations, synergy of action and inter-operability among and between PNP and AFP units. It entails treating targets as violators of the law.
Joint Peace and Security Coordination Center (JPSCC) • JPSCC as the principal venue or mechanism in the integration of efforts by the AFP and the PNP. • Main platform of coordination for peace and security concerns of the AFP and the PNP.

PNP’s THREE-TIERED DEFENSE SYSTEM (TTDS) INTELLIGENCE TARGET HARDENING LEGAL OFFENSIVE INCIDENT MANAGEMENT The PNP adopted the Three-Tiered Defense Systemas its anti-terrorism strategy in partnership with other law enforcement agencies, the AFP, LGUs, NGAs, NGOs and the community.
PNP’s THREE-TIERED DEFENSE SYSTEM (TTDS) INTELLIGENCE TARGET HARDENING LEGAL OFFENSIVE INCIDENT MANAGEMENT • The TTDS rests on a foundation of community partnership with the involvement of the entire society. • Partnership amongst law enforcement agencies, local government units and the private sector, as well as the community is necessary.
