BACKGROUND • The Premier’s Excellence Awards was instituted in 2006. • No monetary awards linked this. • The motivation to institute the Awards was to afford the Free State Provincial Government, the Premier in particular, the opportunity to publicly say thank you for outstanding contributions that is focusing on and contributing to the development of the Free State Province and is making the Province proud.
BACKGROUND • OBJECTIVES OF THE AWARDS • Foster excellence in terms of government service delivery imperatives • Foster good practice both inside and outside government • Recognize good and extra-ordinary work performed to improve the quality of life of the people of the Free State • Foster collaborative initiatives between the state, private sector and civil society in an attempt to meet the goals of the Provincial Growth and Development Strategy • Provide a symbol of achievement and motivation to Individuals, Institutions, Private Sector, State Agencies, etc. in the Free State Province.
OBJECTIVES - CONTINUE • Encourage active participation of Individuals, Institutions, Private Sector, etc. in the implementation of the Free State Growth and Development Strategy • Honour dedication, innovation and creativity that is intended to make the Free State a winning province. • Serve as motivation for continuous excellent performance • Promote creativity and innovation in government service delivery • Recognise the creative use of technology to enhance service delivery and to establish the Free State as a main role player within the knowledge economy
AWARDS PROCESS • On an annual basis a submission with proposals on the membership of the Adjudication Panels for the different categories is submitted via the DG to the Premier for approval. • The proposed membership is based on the expertise of the specific individuals with regard to the category that is being assessed. • The Institutional Enhancement Directorate renders administrative support and an advisory services to the Panels including the training of the Panels
AWARDS PROCESS • The Premier’s Excellence Awards is advertised via the media (printed and radio) for +- 3 months before the closing date. • Nomination forms are made available in a printed form as well as electronically. • All nominations for the awards are submitted to the Institutional Enhancement Directorate that is responsible to compile a list of all nominations received per category. (except for Provincial Departments and Municipalities). • Provincial Departments and Municipalities are expected to submit written documents as indicated in the evaluation form and do a power-point presentation to the Adjudication Panel.

AWARDS LESSONS LEARNED • SUCCESSES • Approved policy that is guiding the awards process. • Dedicated and knowledgeable Members of the respective Adjudication Panels that provided a number of inputs over the years to improve the policy. • Sponsorships by Standard Bank and PriceWaterHouseCoopers. • High quality nominations since 2006. • Involvement from our Social Development Department to identify and nominate organisations in the Community Initiative Category • Training programme for finalists in the Community Initiative Awards Category by the Sponsor.
AWARDS LESSONS LEARNED • CHALLENGES • To increase the number of Municipalities that participate in the awards. • Refine the Research and Development Category to make provision for specific research proposals that will benefit the development of the Free State and to find sponsors that will fund this research. • Review the State Agency/Parastatals and Private Sector Categories. • Money and time spend on these awards?
WAY FORWARD • Presentation of the policy to the new Premier after elections to determine how we take this forward • Further refinement of the policy on a continuous basis • Linking of this awards with other award programmes such as the Vuna Awards, etc. • Improved marketing of the awards to reach all possible candidates in the Province
