What is REC? • Regional Environmental Center for Central and Eastern Europe • Founded in 1990 by EC, USA & Hungary • International, not-for-profit organisation • Charter signed by 28 Countries and EC • Beneficiaries: 15 CEE Countries > Expansion to 18 (Turkey, Cyprus & Malta) • 170 staff, 25 nationalities • Head office in Szentendre, 15 country offices

  3. REC: Mission “to promote regional cooperation and public participation in all environmental issues, thereby assisting the countries of Central and Eastern Europe in their transition to democratic civil societies”

REC: How? • encouraging cooperation among NGOs, governments and businesses • supporting the free exchange of information • promoting public participation in environmental decision-making • Programmes: ●Business & Environment ●Capacity Building ●Climate Change ●Environmental Law ●Environmental Policy ●Information ●Local Initiative ●NGO Support ●Public Participation

REC & Japan • Japan: one of the largest financial contributors > over EUR 11 million (’90-02) • Japan Special Fund (1993-) > Financial support to REC projects • policy development support (e.g. environmental laws, local environmental action plans) • feasibility studies of environmental investment projects, etc. • personnel training courses • workshops & seminars

REC: ClimateChange Programme • REC/WRI joint projects (1999-2001) • Public Participation in Climate-related Decision Making and Access to the Climate-related Information (6 CEE countries) • Best Practices and Measures for Climate Change Mitigation (6 CEE countries) • Assessment of Capacity Needs (6 CEE countries) • Activities Implemented Jointly (case studies in 5 CEE countries) • Development of GHG Registries (2002) • REC/UNDP joint project (2003-2005) • Designing the GHG Inventories (12 CEE and NIS countries) • Renewable Energy and Energy Efficiency Partnership (REEEP): regional focal point for CEE • JI related works
