HSS Office of Health, Safety and Security CONCLUSIONS Senior management’s commitment to safety is evident in the institutional improvement efforts and most observed activities were conducted in a safe manner utilizing mature processes. However, there are several barriers to achieving consistently effective performance --most notably; requirements management, rigor of implementation of processes, and compliance with controls.
