  2. DMC: What is it? • Federal Mandate (JJDPA) • When minority youth are disproportionately represented in the juvenile justice system (population and white population/contact)

DMC Stats for Dauphin County and Pennsylvania County • 24.9% African American • RRI at arrest in 2008 was 2.73* • 8.1% Hispanic/Latino • 2.7% Asian • 63.8% Caucasian State14.1% African American • RRI at arrest in 2008 was 3.70* • 6.6% Hispanic/Latino • 2.4% Asian • 76.5% Caucasian *Indicates that the relative volume of arrests involving all minority youth in Dauphin County was 2.73 and 3.7 (statewide) times as high as for white youth.
