Hurdles in Moving to the Web Community colleges • Frequently have smaller facilities • Have less developed IT infrastructure • Have no graduate students, TAs, etc.
The Answer? • Working together…forming a consortium that allows students to enroll in distance learning courses offered by any member, while receiving student support services and learning resources from their local institution.
MCCT The Maryland Community Colleges’ Teleconsortium (MCCT), comprised of all sixteen community colleges in Maryland, provides students throughout the State with increased access to quality distance learning opportunities through a cost effective, cooperative arrangement which preserves institutional autonomy.

Why a Consortium Approach? • Distance learning options are increased through pooling course offerings • Home institutions can provide student services • Students have increased access to courses and degrees that are convenient and flexible while colleges share educational offerings and resources.
What are the Benefits to Students? • Expanded number of distance learning courses • Comprehensive array of course offerings that fulfill degree requirements at Home college • Assurance of quality distance learning opportunities • Students receive local support services
What are the Benefits to Colleges? • Students maintain affiliation with local college • Increased faculty collaboration in curriculum, program and course development • Statewide faculty and staff development programs • Cost effective course and/or degree alternatives in distance education for students and colleges • Improved competitive edge in the market

Putting theory into practice... • Since courses are at a distance, shouldn’t services? • Does provider understand the policies and procedures of the home? • Each home institution must provide new form of services . • Staffing requirements for DL student services are spreading staff thin. • MCCT may have to provide some student services or the efficiency of consortium is lost.
