Local Arts Agencies NEW for 2014: • Deadlines have changed! • “Services” and “programming” proposals are eligible at both deadlines! • Arts.gov website has a new look. • All application materials are now submitted online via NEA-GO (NEA Grants Online). • No grants will be made under $10,000. • Letters of project support are required. • Program evaluation resources are available.   4. Local Arts Agencies Overview What is a Local Arts Agency? • Non-profit • Public Municipal • Hybrid Local Arts Agencies

  5. Applying for Art Works Eligibility Requirements: • Non-profit, tax-exempt 501(c)(3) status • Or unit of local government • Or Federally recognized Tribal Community or Tribe • Three-year history of programming • Meet reporting requirements on any previous NEA awards Local Arts Agencies

  6. Applying for Art Works Grant Amounts: • Grant requests range from $10,000 to $100,000. • One-to-one match (minimum) for project budget is required. Local Arts Agencies

Applying for Art Works Application Limits: • Organizations may submit only one application under the Fiscal Year (FY) 2015 Grants for Arts Projects guidelines. • Exceptions: • Applications to NEA Our Town (must be for different project) • Applicants to Media Arts (July deadline) • Parent (and Related) Organizations • See the guidelines for more information on application limits. Applying for Art Works About Grants.gov: • Grants.gov is an online, government-wide electronic application system through which all applicants must submit. • Don’t wait until the deadline!!! • We encourage you to submit 10days prior to the deadline. • You are required to change your password every 60 days. • Obtain a DUNS number and register with SAM (System for Award Management) in order to use Grants.gov—allow at least 2 weeks for registration or renewal. • See www.grants.gov for more details or call 1-800-518-4726. Applying for Art Works Art Works Supports Four Outcomes: • Creation: The creation of art that meets the highest standards of excellence • Engagement: Public engagement with diverse and excellent art • Learning: Lifelong learning in the arts • Livability: The strengthening of communities through the arts Local Arts Agencies

  10. Applying for Art Works Deadlines: February 20, 2014 -OR - July 24, 2014 1. Creation Outcome: • Commissioning of art works • Artist residencies • Innovative projects employing new media, technology, or other strategies in the creation of new art Local Arts Agencies

Engagement Outcome: • Community-wide marketing campaigns, ticketing and box office services, and audience development activities • Innovative strategies to engage new audiences and increase public access to the arts • Services to artists and arts organizations, and professional development opportunities for artists and arts leaders

Engagement Outcome (cont’d): • Sub-granting for service activities on behalf of a local arts agency's constituents • Performance, readings, exhibitions, and broadcasts • Sub-granting for programming activities on behalf of a local arts agency’s constituents • Documentation and conservation of public and monumental art

Learning Outcome: • Education and related activities for children, adults, intergenerational groups, and schools • Artist residencies which the primary purpose is the acquisition of knowledge or skills in the arts Local Arts Agencies

Livability Outcome: • Cultural planning, cultural asset mapping, and plans that advance creative sector growth • Developing artist space • Enhancement of public spaces through commissioning and / or installation of art works Local Arts Agencies

  15. Applying for Art Works Innovation is strongly encouraged in the projects we support as a way to ensure the vitality of the arts. Innovative projects: • Transformative with the potential for meaningful change • Distinctive, offering fresh insights and new value for their fields and / or the public • Potential to be shared and / or emulated Local Arts Agencies

Application Process • All applications are reviewed by panels of experts. • Review is competitive, as funding is limited. • Recommendations are approved by the National Council on the Arts and NEA Chairman. • Panel feedback is available by telephone appointment. Applying for Art Works We Do Not Fund • General operating or seasonal support • Individuals • Individual schools • Facility construction, purchase, or renovation • Commercial, for-profit enterprises • Creation of new organizations • Academic degrees • Projects that replace arts instruction provided by a classroom teacher or an arts specialist Local Arts Agencies

  23. Review Criteria Artistic Excellence: • Quality of the artists, arts organizations, arts education providers, works of art, or services that the project will involve, as appropriate • Artistic significance of the project Local Arts Agencies

Review Criteria Artistic Merit: • Appropriateness of the proposed performance measurements • Potential impact on artists, the artistic field, and the organization’s community • Appropriateness of the project to the organization’s mission, audience, community, and/or constituency • Plans for documentation, evaluation, and dissemination. • Ability to carry out the project • Potential to reach underserved populations • Where applicable, extent to which the project is considered to be innovative • Extent to which a project is inclusive of individuals from all demographics of the community Local Arts Agencies

  25. Review Criteria Work Samples: • Work samples are absolutely critical in conveying the artistic excellence and merit of a proposed project. • All work samples are submitted electronically through the NEA GrantsOnline (NEA-GO) system. Local Arts Agencies

Applying for Art Works STEP 1: Submit through Grants.gov February 20, 2014 or July 24, 2014 deadline: • SF-424 (Application for Federal Domestic Assistance) This is the only item you submit through Grants.gov. If it is not successfully submitted by the deadline you will be unable to submit your other materials in NEA-GO. Local Arts Agencies

Applying for Art Works STEP 2: Submit through NEA-GO (NEA GrantsOnline™) March 6-20, 2014 or August 7-21, 2014: Items to upload: • NEA Grant Application Form (including answers to narrative questions, financial info, bios) • Programmatic activities list, statements of support, special items, and all work samples Local Arts Agencies

Applying for Art Works About NEA-GO (NEA GrantsOnline™ ) You will submit work samples electronically using the NEA-GO system two weeks after submitting your application. • Prepare your work samples well in advance of the application deadline and have them ready to upload once NEA-GO becomes available to you. Applying for Art Works NEA GrantsOnline™ System (NEA-GO) (continued) Accessing the system: • Go to “Track My Application” at Grants.gov. • The notes box will have a link to NEA-GO and info about when the system will be open. • User Name = Grants.gov Tracking Number • Password = NEA Application Number This information is available 2 days after you submit your SF-424 to Grants.gov (but no earlier than 10 days before the application deadline). Applying for Art Works Application Tips: • Cross-check your application against the NEA Review Criteria. • Do not assume reviewers know your program or community. • Proofread your application: check spelling, grammar, and math, and have someone else read your application. • Draft narrative responses in a word processing document to avoid exceeding word / character limits. • Use clear, concise language and get to the point. • Be sure your budget reflects your narrative.
