IT Governance 2006Strategy/Business Case Presentation Office of Countywide Healthcare Planning (OCHP)
Business Case DefinitionOffice of Countywide Healthcare Planning Name: Interactive Web-Based GIS Representation of Key Data Points – OCHP’s Piece of the e-Maps Pie Why Should this be funded: County Goal– Eliminating barriers to care Demand for GIS – County priority is for data-driven outcomes- ’validatable’ initiatives e-Maps Potential – Provides a critical tool & its enhancement should be a county-wide, rather than Department-by-Department priority OCHP Capability – OCHP can access key GIS-able data that can advance planning & outcomes evaluation of multiple initiatives across multiple Departments
Business Case ProblemOffice of Countywide Healthcare Planning • Problem: • Significant Challenges– Nearly ¼ of the population is w/out health coverage & has no regular source of primary care • Several New Initiatives – Involving multiple sectors & County Departments (OCHP, PHT,DHS, GSA…) but lack necessary data for design, implementation & outcomes tracking • e-Maps Underdeveloped – e-Maps has tremendous potential but contains only 1 map under Health & Human Services
Business Case SolutionOffice of Countywide Healthcare Planning Solution: e-Maps -- Enable OCHP to greatly expand Health-related data in e-Maps Multiple Agencies Use this Data for: -Building PCPs – OCHP working with GSA & GOB has $25m for new PC Centers located using GIS Analysis -Decreasing Uninsured – OCHP together with DHS & other agencies reaching 600k+ MDC residents who lack health insurance -Preventing Asthma Attacks – OCHP, PHT, DERM,MDCPS & CBOs working collaboratively can holistically address community-based factors in the nearly 5k avoidable acute asthma attacks
Business Case CostsOffice of Countywide Healthcare Planning Overall Cost: $35k FY 05-06; $10k out-years Funding Source: Capital for FY 05-06; GR for operations thereafter Anything Else: Single Comprehensive Approach to e-Maps Needed – rather than individual Departments defending their own e-Map enhancements…This tremendous resource deserves a uniform, single annual budget & expansion strategy!
