ODOT District 3 Jim has an Associate Degree in Civil Engineering and has been a licensed Professional Surveyor in the State of Ohio since 1983 with considerable experience in Boundary surveying, Right of Way surveying and plans, Geodetic and GPS surveying.Jim started with ODOT in 1988 as the Survey Operations Manager for District 3, has been the Acting Real Estate Administrator on two occasions throughout his career and functions as the R/W Manager responsible for Consultant R/W Plan reviews, District R/W Plan preparation and the District Right of Way Plan records in addition to directing the District 3 Survey Operations.

Base Map Preparation • Base Existing Drawing (BE) • All topographic items within 100’ of proposed R/W lines need to be located and identified • All buildings and fences located within the project limits and those to be effected by the project • All above ground utility items, and underground utilities located by OUPS or other locator service. Also private utilities, including septic systems and leach fields (extents), water supply wells, sprinkler systems, landscape lighting, and invisible fence.

Base Map Preparation • Base Right of Way Drawing (BR) • Prior listed Reference Files (BE & BP) • Centerline of Right of Way and stationing marks for all roads located within the project limits, including bearings, distances and curve information • Try to avoid dual Centerlines (Construction Centerline & R/W Centerline), dual centerlines should be the exception not the rule • Can lead to confusion on right-of-way and construction plans • Be sure the relationship between the centerlines is clearly shown on the centerline plat

Field Review by R/W Plan Designer • Should be performed at the Preliminary R/W Submission, Final R/W Submission and at the Right of Way Tracings Submission (within 15 days of the Tracings Submission) • Accuracy of Base Map (Relates directly to plan quality) • Confirm all topography, structures, fences, drives, trees, and the disposition of these items. • Confirm above ground and below ground utilities • Confirm OUPS and SUE's utility information • Confirm sanitary sewer, septic tanks, septic system, leach fields, private water supply wells, sprinkler systems, invisible fences (as possible)

Field Review by R/W Plan Designer • Confirm all Advertising and Device Controlled signs and the Permit Plate No. (if present) • Confirm all field related items listed from the prior Base Right of Way Map Preparation • Also need to check and confirm property ownerships within 15 days of submitting R/W tracings
