Bill to Law • Starts as an idea • Private citizens • White House • Special interest groups • Senator or Rep must introduce it • Every bill is give a title w/# it is during the session • Senate is S# • HOR is HR#
Committee Action • Bill is sent to committee where they can: • 1- pass it • 2- change it & ask for it to be passed • 3- replace it • 4- ignore it & let it die • 5- kill it w/majority vote
Debating a Bill • Bill is sent to the floor to be discussed w/all members • Supporters argue for it • Objectors argue against it • HOR accepts only amendments • Senate puts riders w/bill • Some have nothing to do w/bill • * see chart on pg. 201
Rules of Debate • HOR • Rules committee sets rules • Time limits for people to speak • Senate • Less rules, fewer people • No time limit on speaking • Filibuster • Senator speaks as long as he wants trying to kill the bill • Cloture • No one speaks for an hour
Voting on a Bill • 3ways to vote • Voice vote • Standing vote • Roll call vote • Senate & HOR must pass the identical bill • If there are 2 versions • Joint committee gets together • Works out a compromise
Pres. • After bill is approved it goes to the Pres. • Pres. Can do 3 things • Sign it into law • Veto • Pocket Veto • Do nothing for 10 days when Congress is not in session • Bill dies
