Glasgow City: Background Equal Access to Employment Strategy & Partnership (2004-2008) • Joint health, social care and employability partnership & strategy Key Drivers • Large numbers of people claiming health related benefits – 40% would like to work (Glasgow Challenge, TERU, 2003) • Not engaging with employment services/ bowler hat syndrome • Increasing focus in health and social work services on employability issues – work key aspect of recovery & rehabilitation • Weak links between health, social care and employability sectors (Mapping Study, TERU, 2004) Strategic Response • Major programme of capacity building and culture change
Glasgow City: Background Key Developments: 2004 – 2008 • Establishment of 2 key planning groups to progress agenda: EPIG (2005) and NHS GGC Employment and Health Strategic Group (2006) • Large scale frontline staff attitudinal survey 2006 (637 staff) • Not part of role & No procedures • Selective interventions with service users • Lack of knowledge of area • Employability training for health and social care staff (2007) in response to survey findings (evidence based) • Development of processes, performance management systems and targets to evidence and monitor impact (discussions and referrals for support) • Establishment of 5 CHCP Bridging Services – single point of access to employability support for health and social care professionals and service users
Glasgow City: Background Progress/ Impact • Circa 1800 frontline staff trained to date including: • Community based Physiotherapists, Primary Care Mental Health Teams, Glasgow Addiction Services, Keep Well, and Acute Services • Independent evaluation of impact 2007 • Strong links built with Bridging Services: • 1600 successful referrals in 08/09 & 1200 in 09/10 • Re-run of frontline staff survey (2008) • Positive change in attitudes and practice • More progress with social care practitioners than healthcare professionals. • E.g., Currently part of role to raise issues with clients: • Social Care: 56% (2006) to 76% (2008) • Health: 40% (2006) to 50% (2008)
Glasgow City: Background Where we are now… Glasgow Works Strategic Partnership, 2008 • ‘Equal Access’ approach embedded within GW business plan • Wider focus e.g.,transferring of model to Housing and Early Years • Continued commitment to Bridging Services Model and specialist provision e.g., Learning Disability Supported Employment Service • Piloting of Health Outcomes Tool with Bridging Services
