  3. What is WEEE? • Anything that is powered by an electrical current • – provided either by mains or battery.

  4. Legislation • The WEEE Directive- the European Parliament and Council Directive on Waste electrical and Electronic Equipment (2002/96/EC)-August 2005 • WEEE regulations UK implement the Directive-came into force January 2007 Other relevant pieces of legislation • The ROHS Directive The European Parliament and Council Directive on the restriction of hazardous substances in EEE • Ozone depleting substances Regulations

  5. Aims • Address the environmental impacts of WEEE • Encourage separate collection and environmentally sound treatment and disposal • Improve the lifecycle of EEE-Green Design

  6. Requirements • WEEE regulations place obligations on producers and distributors of EEE in the UK • Implications for local authorities, waste management sector and consumers of EEE

  7. The Players

  8. Producers • Producers-manufacturer, reseller, importer or exporter • Must register with a Producer Compliance Scheme (PCS) to discharge obligations. eg register, reporting, financing costs of collection, treatment and disposal • Fees are tiered according to turnover • Must assist with marketing information to assist with separate collection

  9. Distributers • Distributer-retailer of new EEE, wholesalers of new EEE for use in households. • Provide free take-back service in store or join Distributer Take-back Scheme (DTS) fee proportional to number of units sold • Provide information to public about free return.

  10. Local Authorities • No direct legal obligations • Can register waste sites as Designated Collection Facilities (DCFs) • Can get free collection of WEEE from Sites • Secure funding for site improvements • No legal obligation on public to separate WEEE

  11. Suffolk WEEE • All public Waste Sites in Suffolk are Designated Collection Facilities (DCF) • Only householders and charities can bring in WEEE free of charge.

  12. 5 Main Categories • Cat A. Large Domestic Appliances (LDA) • Cat. B. Fridges/freezers • Cat. C. CRT’s (TV’s & monitors) • Cat. D. Gas Discharge lamps (Fluorescent tubes & low energy bulbs) • Cat. E. Small Domestic Appliances (SDA)

  13. Hazardous WEEE Categories: • B (Fridges & Freezers) • C (CRT’s) • D (Gas discharge lamps) Are classified as hazardous waste & require a hazardous waste consignment note when removed from site.
