The objectives of the CoP • Ensuring maximum coordination and sharing of technical experiences among country stakeholders and donors, so as to: • At regional level: • Develop state-of-the-art analytical tools • Prepare policy toolkits • Offer strategic training programs on HRH • At country level: • Support countries: • in analyzing their HRH issues, and • in designing sound policies

  5. WHAT HAS BEEN ACHIEVED RECENTLY ?

WHAT HAS BEEN ACHIEVED RECENTLY ? • Overall coordination: • Ouagadougou (October 2009) • Hanoi (November 2009) • Amsterdam (March 2010): performance • Johannesburg (Sept 2010): rural HRH retention • Policy toolkits: • Global recommendations on retention of health workers in rural areas (officially launched in Sept 2010) (WHO and all CoP members) • Good Practices For Country Coordination Framework – CCF (GHWA) • Support on analysis : • HRH situation analysis (with labor market analysis): Ghana, Mali, Rwanda (incl census), Zambia, Ethiopia, Cote d’Ivoire (with USAID) • Medical education analysis: Ghana, Sierra Leone • Private sector assessment: Mali, Ghana

  7. WHAT IS PLANNED for 2011 ? Some Thoughts

  8. 1. Overall coordination • It can be improved through: • Collaborative tools for continuous donor mapping (website and email groups) • Stronger ownership of countries and regional institutions (i.e. African HRH platform, network of research centers…) • Planned tasks for 2011 • Meetings: • Bangkok (January 2011) • At least 2 regional meetings (french / english) • Internal website for donor mapping (with HHA/ GHWA)

Regional activities • Analytical tools: • Road map for rural retention • Tools for analyzing HRH management and decentralization • Tools for measuring performance (quality and efficiency) • Tool for assessing impact of RBF on HRH motivation • Analysis of midwives HRH issues • Policy toolkits: Overall toolkit on HRH policies (with a focus on education scaling-up and rural pipeline)

Country-level activities • Support on analysis : • HRH situation analysis and labor market analysis: Benin (private sector), Ethiopia • Analysis of job preferences: Sierra Leone, Mali, Mozambique, Ethiopia, Ghana (DCE), Rwanda • Traditional medicine: Kenya • Performance: Tanzania , Ghana • Support on policy design: • Revision of existing HRH plans: Ghana, Benin, Sierra Leone (with Dfid), Cameroon (TBC) • Implementation of rural retention plan: Mali, Zambia (evaluation) • Decentralization of HRH budgeting: Burkina (TBC) • Rural pipeline: Ghana , Niger (TBC)
