METHODOLOGY AM0031: BRT BOGOTÁ (COLOMBIA): TransMilenio PHASE II - IVMAIN PROBLEMS • METHODOLOGY: • Substitution of data-intensive use that doesn't have an important impact in the outcomes of the project, for example: • Leakeages: Gathering data related to leakeages are tedious, demand time and money and do not greatly affect the outcome´s project. Normally the impact is less than 2%. • Maybe it is best to take a fixed value which is calculated once the baseline is established or to be eliminate this factor in the methodology. • Quantity and Frequency the surveys: Six surveys are performed each year with the objective of establishing the modal shift, trip distance and type of fuel for passenger cars of the passengers in the project. However the results showed that there are no changes over time (5 years of monitoring). • Therefore our recommendation is to review the possibility of reducing the surveys in the crediting period of the project or find other sources in the case of fuel for passenger cars.
METHODOLOGY AM0031: BRT BOGOTÁ (COLOMBIA): TransMilenio PHASE II - IVMAIN PROBLEMS METHODOLOGY: Load Factor study: The methodology requieres that every three years a load factor study must be done, in order to establish any changes in the mobility conditions. These studies are usually expensive, requires special logistics and the results show that there are not significant changes in the occupation factors. This study should be done only when any kind of factor that may impact mobility conditions is identified.
OTHER PROBLEMS IN THE DEVELOPMENT OF THE CDM PROJECT METHODOLOGY DESIGNING STAGE: Finding the correct advisor: We lost 2 years in the first stage, because, We selected expert developer company in CDM projects, but they were not experts in transport projects. Was necessary to contract a new developer. VALIDATION AND REGISTRATION STAGE: This stage takes too much time in the approval. It is important to establish strategies to reduce times and frequency to summit the documents and forward the answers to observations. MONITORING STAGE: In a project the large scale with different actors to provide information, the are a strong work to standardize the procedures and formats to collecting the information project. This required time and money.
OTHER PROBLEMS IN THE DEVELOPMENT OF THE CDM PROJECT VERIFICATION STAGE: This stage requires to improve any things related to the DOE's service: Major availability, Shorter response times. Reasonable cost. (Rigth now is higher) knowledge and experience in the transport sector. Profiles in the auditor team.
