PROJECT OVERVIEW The City of Phoenix is seeking a qualified Construction Manager at Risk (CM@R) to provide abbreviated design phase assistance and complete construction services for the replacement of water mains in two geographically distinct locations. The first location is an area bounded by Southern Avenue to Roeser Road and 15th Avenue to 7th Avenue. Work will include replacement of approximately 11,078 linear feet of 6-in, 4,009 linear feet of 8-in, 21 fire hydrants, 238 taps, and 10 cut and plugs. The second is an area bounded by Southern Avenue to Roeser Road and 7th Avenue to Central Avenue. Work will include replacement of approximately 49 linear feet of 4-in, 6,285 linear feet of 6-in, 7,438 linear feet of 8-in, and 2,874 linear feet of 12-in water main, 21 fire hydrants, 8 fire lines, 316 taps, and 35 cut and plugs. The total estimated construction cost for both projects is $5 million.
Project description The Water Main Replacement Program evaluates and replaces aging water mains within the City of Phoenix. The primary focus of the program is currently water mains in alleys and easements, which have historically had high break rates and are difficult to repair. Work on these projects typically includes installation of new water mains (2” to 12”), multiple cut and plugs and installation or relocation of fire hydrants. Coordination with city staff and plumbing contractors (for relocation of water services) may be required.
SCOPE OF WORK The CMAR will support to the City for design phase services and will assume the risk of delivering the construction project through a Guaranteed Maximum Price (GMP) contract. Responsibilities of the CMAR include construction means and methods and subcontractor selection. The CMAR is also responsible for self-performing a minimum of 45% of the construction work (measured by the total contract price for construction).

SMALL BUSINESS ENTERPRISE (SBE) REQUIREMENTS Only firms whose physical business is located within the Phoenix metropolitan statistical area (Maricopa County) are eligible to satisfy the SBE contracting goals. The SBE goal will be established prior to the construction phase of this project (GMP Prep). This goal will be based on SBE subcontractor availability.

Selection process & schedule A Contractor will be selected based on qualifications. The Selection Panel will evaluation each SOQ according to the evaluation criteria discussed previously. The City may conduct due diligence review(s) of the firm(s) receiving highest evaluation. The City will enter into negotiations with the selected firm and will execute a contract once negotiation is fees is complete and the resulting contract has been approved by City Council.
