WEAPONS OF MASS DESTRUCTION(WMD) • Devices capable of a high order of destruction, designed or intended to cause serious bodily harm, incapacitation, or death to large numbers of people or to destroy materials and facilities. These include weapons designed to release biological or chemical agents; plant and animal toxins; or radiological materials at a level dangerous to human life. This includes the use of nuclear devices, high yield conventional explosives, and improvisedexplosive devices (IEDs).
